City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Wednesday, March 29, 2017 9:00 AM 2nd Floor Conference Room Special Meeting 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; and Kathrine Kyp, Planning and Development Services. Minutes of March 16, 2017. Motion by Member Roland, seconded by Member Grosvenor, to Minutes of March 16, 2017. Pre-application meeting - 717 Fort Smith Blvd. Mr. Sousa provided the Committee with a summary. He noted that they were clearing some brush without a permit and received a code violation. He stated that he is before the Committee to determine what is necessary to correct the violation and proceed accordingly to continue clearing and to add additional parking capacity. He thanked Ms. Wallace and Ms. Kyp for their assistance. Member Wallace noted that she had noticed the clearing without a permit and encouraged the church to attend a pre-application meeting at DRC with the City to determine the next steps. Discussion occurred regarding the need for the church to enlist in a site engineer professional and to submit a final site plan application showing the additional parking, stormwater calculations, updated lighting, traffic circulation. Chairman Bowley explained the final site plan application process, Member Wallace stated that she would keep Officer Black with Code Enforcement up to date, and she encouraged Mr. Sousa to keep in contact with him as well. B. Pre-application meeting - 2091 Saxon Blvd. Mr. McCowen provided a summary of his proposed project. He stated that the 8"X120" building is designed to allow for storage and the placement would be adjacent to the gas station underneath the tree canopy near the lift station. Discussion occurred regarding a concrete pad, building type, adding landscaping to provide for screening. Member Roland stated that he can apply for a standard building permit. Member McGrath stated that screening is preferred and stated that Planning and Development Services will review the permit once submitted. C. Pre-application meeting - 940 Deltona Blvd. Mr. Garritani provided a summary regarding their proposed development. He stated that they want to add 9,000 square feet to the existing building to create a two (2) story structure for an ATM/armored vehicle company. He explained that the first floor would be for ATM and armored cars and on the second floor, offices. Discussion amongst all occurred regarding, impact fees, improvements to the facade, redesigning the parking lot, Florida Building Code, stormwater improvements. Member Wallace and Mr. Garritani discussed existing stormwater retention and up Member Grovesnor requested the construction types for the existing building and the addition, as well as the location of nearest hydrants be submitted with the final site plan application. Discussion regarding PODS being stored during construction, impact fees and final site plan application ensued. D. Pre-application meeting - Vineland Reserve. Mr. Skinner provided a summary of his proposal on his land. He noted that the land has been rezoned to allow 270 single family detached dwellings and 128 multi-family dwellings. He noted that during the marketing process it was determined that the land has clean fill dirt and is at the DRC to determine the steps necessary to allow him to sell clean dirt. Chairman Bowley noted that, within the Development Agreement, residential uses were listed and if the applicant wanted to add a borrow pit use, he suggested amending the PUD since it wasn't contemplated during the original approval process. City of Deltona Page 2 Printed on 4/6/2017 Development Review Committee Minutes March 29, 2017 Chairman Bowley asked if they wanted to do a cut and fill exercise for dirt balance, which would not require a PUD amendment, for future development of the site (not as a borrow pit). Discussion regarding mass grading, drainage, soil and erosion control and methods of excavation and storage occurred. Chairman Bowley stated that a final site plan application would then be the process for the mass grading effort. Member Wallace noted that environmental permitting will need to be submitted. Member McGrath asked how the site will be secured and Mr. Skinner stated they will determine a way to secure the site. Member Doan noted that NPDES will need to be in place. Discussion ensued regarding application fees. It was noted that each application has a fee to be paid and possibly an escrow fee. E. Pre-application meeting - 2810 Howland Blvd. The applicant did not appear for this item to be discussed. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
