CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Chris Cornett, Public Works; Dave Seaman, Building and Construction Services Division; Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; Jane Shang, City Manager's Office; Sam Hamilton, Zev Cohen and Associates; Mark Karet, Zev Cohen and Associates; Ken Fulmer, Titan Properties; Ben Snyder, Hanover Capital Partners, LLC; Chris Tyree, Hanover Capital Partners, LLC; Sarah Maier, Dewberry and Nicole Stalder, Dewberry. Minutes of May 4, 2017. Motion by Member Wallace, seconded by Member Roland, to accept the Minutes of May 4, 2017. The motion carried by the following vote: For: 7 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath, Member Doan, Member Ruiz and Member Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: 6. OLD BUSINESS: City of Deltona Page 1 Printed on 6/2/2017 Development Review Committee Minutes May 18, 2017 7. NEW BUSINESS: A. Halifax Crossings, Mass Grading Lots 3-10, Halifax Crossings MB 57 PGS 100-105 (FSP 17-005) Discussion surrounding the landscape buffer, maintenance bond and land clearing ensued amongst the committee and Mr. Hamilton. Ms. Cornett noted that payment for any tree mitigation is needed before clearing within the buffer. Member Wallace noted that a review of the existing maintenance is needed for potential proration. Mr. Paradise request that the applicant revise the site plan to include lots three (3) and ten (10). Member Grosvenor noted that the City is under a burn ban and the applicant may need to remove the debris from the site instead of burning. Mr. Paradise noted that a payment of $63,084.80 is needed for the Tree Replacement Fund prior to the issuance of the Development Order. He also noted the potential landscape buffer mitigation would be $3,235.11. Motion by Member McGrath, seconded by Member Ruiz, to approve with conditions. The motion carried by the following vote: For: 7 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath, Member Doan, Member Ruiz and Member Wallace B. Pre-application meeting - 3035 Howland Blvd. Mr. Kratt provided a summary of the proposed storage unit use for the location at 3035 Howland Blvd. Discussion occurred regarding the location of the drive lane, existing zoning, and utilities. Member Wallace noted the utilities and use permit would be permitted with Volusia County. Ms. Cornett stated that this location is in scrub jay territory, a statistical tree survey and a gopher tortoise report would be required for this site. Member Grosvenor noted that the storage facility would need to maintain 20 foot fire department access for vehicle loading and unloading. Discussion occurred regarding the separation distance for fire hydrants, construction type, fire suppression for the buildings and Chapter 96. Chairman Bowley stated to refer to Chapter 96 for provisions regarding access and storage. C. Pre-application meeting - Poinsetta Park, Doyle Road. Mr. Tyree spoke regarding the Poinsetta Park location and requested information regarding annexation, utilities, minimum and maximum lot size. Chairman Bowley noted that they would need to voluntarily annex into the City and vacate the antiquated subdivision plat. Discussion ensued regarding zoning, communication tower regulations, density and utilities. Member Wallace noted that she has sent out detailed utilities information previously to a realtor and stated she would forward the information to them. Discussion surrounding tree mitigation and environmental permitting ensued. Mr. Snyder and Chairman Bowley discussed the timelines for the various application processes. Ms. Stalder and Member Doan discussed utilities. Member Doan noted that the City would entertain cost sharing for a portion of the upsizing and the contract is negotiable. Discussion occurred on the timeline for the final plat process and renewing the environmental permitting. Mr. Snyder stated they are looking at a piece of property south of the City's Wastewater Treatment Plant surrounding the area known as the Savannah and asked about the development potential for the 20 acre land. Discussion occurred regarding access, the County JPA, the conservation overlay, County ECHO map, soils, wetland buffers and utilities. Mr. Snyder asked the Committee about the development potential for the 400 acre D-Ranch property located at SR 415 and Doyle Rd. Discussion occurred regarding utilities and the rezoning, comprehensive plan amendment application process. Ms. Cornett noted that there are several environmental species that will need to be mitigated and permitted. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
