CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; Jane Shang, City Manager; Keith Lawhun; Y.F. Steve Young; Civil Design Solutions; Gary Beverly, Civil Design Solutions; and George Trovato, Principal Legal. Present: 7 - Member Leigh Grosvenor Member Chris Bowley Member Steve Roland Member Scott McGrath Member Matt Doan Member Joseph Ruiz Member Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of May 18, 2017. Motion by Member McGrath, seconded by Member Roland, to accept the Minutes of May 18, 2017. PUBLIC FORUM: 6. OLD BUSINESS: 7. NEW BUSINESS: City of Deltona Page 1 Printed on 6/23/2017 Development Review Committee Minutes June 15, 2017 A. Pre-application meeting - 646 Keelhaul Rd. Osteen, FL Mr. Lawhun provided the committee with a brief history surrounding the concepts at the location, 646 Keelhaul Rd. He noted that he is proposing two different concepts. He noted that a portion of the area has been determined to be reserved for environmentally sensitive uplands and remain protected. Mr. Paradise stated that on his review of the first concept for the subdivision for the physically challenged, he noted that per density calculations, seven dwelling units appears to be possible. He stated that in the Osteen Local Plan, 70% is to be open space and 30% of the 70% needs to be dedicated as common and the area needs to be processed as a planned unit development (PUD). He noted that the current density equals to 6.92 units. Discussion ensued regarding the current density and increasing density. Mr. Paradise noted that coordination with Volusia County and the City during the PUD process would need to be done. Mr. Bowley noted that the during the rezoning process, items become memorialized within the Development Agreement. Discussion occurred regarding, FLU map, Volusia County ECHO, City's Chapter 96 and utilities. B. Pre-application meeting - Cardinal Street. Mr. Beverly provided a background surrounding the proposed development. He stated that it is a multifamily development with several one (1) bedroom studio apartments. Discussion ensued regarding parking requirements, flood zone, Chapter 808, dumpster location and site plan application process. Mr. Paradise noted that the landscape buffer cannot be within the easements. Member Wallace stated that she will provide information on the site to them via email. Member Grosvenor and Mr. Beverly discussed hydrant locations and secondary emergency access. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
