1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of June 15, 2017.
Motion by Steve Roland, seconded by Leigh Grosvenor, to accept the
Minutes of June 15, 2017. The motion carried by the following vote:

Ms. Sandell provided the Committee with a summary of the proposed application. She
stated this proposed use is a convenience store with gas pumps and has been before
the Committee previously. They are close to completing their conceptual site plan. She
stated WaWa has decided to apply for their site plan approval at the 3200 Halifax
Crossings Blvd. and they are looking for timelines and permitting guidelines. Discussion
occurred amongst staff regarding traffic, access, and Volusia County. Mr. Paradise
noted that the use permit process is handled by Volusia County and coordination will
need to be done to include them as well as the City. Mr. Juliano stated that they will also
be doing a replat of the parcel to accommodate the WaWa. Discussion ensued
regarding the remaining acreage of the parcel, plat application timeline, concurrent
application submittals. Member McGrath stated that the review of the various
applications can take several months depending on the amount of comments
generated. Member Wallace noted this location is serviced by Deltona North, Volusia
County Utilities. Member Grosvenor stated hydrants will need to be on site at 300 foot
intervals within either private Volusia County right of ways. Member McGrath stated
there is no surveyor on staff and there will be a need to have one hired to review the
survey. Discussion ensued regarding City and Volusia County impact fees and the
timing of payment, environmental permitting and the future grading of the parcel. Mr.
Paradise noted that there is mass grading application that received DRC approval and
the outstanding item before issusing a Development Order is outstanding check into the
tree replacement fund for this lot for a mass grading application and Member Wallace
stated that they could consider silt fencing the parcel shortly after the mass grading is
completed for the prevention of gopher tortoises rehabiting the site. Discussion occurred
regarding the tree survey. Mr. Juliano stated that a tree survey has been completed.
Member Wallace noted that a table showing the quantity, species will be required on the
tree survey.
B. Pre-application meeting - 3174 Howland Blvd.
Mr. Watts provided the Committee with an updated site plan of the proposed
application. He noted that they are anticipating rezoning the property to C-1, for a
13,000 multi-tenant retail office use. He stated that they are talking with Volusia County
on access at the Wolf Pack Run intersection. Member Wallace and Mr. Watts discussed
the neighbor, and maintaining their access. Mr. Watts, noted that they reviewed the
powerline landscape buffer at the nearby Dunkin Donuts and anticipates using ground
cover, shrubs and small canopy trees. Member Wallace and Mr. Watts discussed
Volusia County Utilities, environmental permitting requirements and advised that there
cannot be any clearing within the power line easement. Discussion ensued regarding
driveway improvements and improving the lighted intersection. Member Roland noted to
submit the building permit as a shell building and then as the tenants come in, the
permits can be submitted as build-outs. Member Grosvenor stated that they will be
required to have hydrants every 300 feet. She noted that for every 150 feet there needs
to be means for a fire truck to turn around and to provide a truck turning radius.
