Discussion: Sidewalk Cafes.
Mr. Paradise provided the Committee with an update on his research on sidewalk cafes
in the surrounding cities. He noted that the City of Sanford and the City of Deland both
are within the ROW and have extensive regulations which include, permitting,
restrictions on type of furniture, clear zones, allowing for the sale of alcohol. City of
Sanford further regulate the aesthetic requirements by stating the type of furniture used,
outside entertainment and the apparel employees can wear. He noted the City of
Deland states that if the sidewalk cafe is greater than 30% of the gross floor area then
the need for additional off-street parking could be required. Mr. Paradise noted that the
City of Deltona's sidewalk cafes provision appears to be adequate. Discussion occurred
regarding public safety, liability and property owner responsibilities. Member Kendall and
Mr. Paradise discussed the reason the Committee is reviewing the sidewalk cafe
