CALL TO ORDER: The meeting was called to order at 9:02 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Ron Paradise, Planning & Development Services; Jerry Mayes, City Manager's Office; Kathrine Kyp, Planning and Development Services; Mario Chavez, City Engineer; Herb Green, CADJAZZ Engineering; Joann Rubio, CARDNO; Gary Singer and Allan Goldberg, ZDA Land Investment, LLC. APPROVAL OF MINUTES & AGENDA: A. Minutes of October 05, 2017. Following the vote on the Minutes of October 05, 2017, Member McGrath made a motion to add, Mario Chavez, City Engineer, to the Development Review Committee. The motion was seconded by Member Wallace. The motion carried unanimously. Motion by Steve Roland, seconded by Phyllis Wallace, to accept the Minutes of October 05, 2017. Final Site Plan Application - Dunkin Donuts, 499 Howland Blvd. (FSP 17-013). Discussion among the Committee included the outstanding comment related to the installation of a new fire hydrant. Mr. Green noted that the revised plans will reflect the new fire hydrant compliant with all applicable Florida Fire Prevention Code, City of Deltona Code of Ordinances, and Deltona Utilities requirements. Motion by Scott McGrath, seconded by Leigh Grosvenor, to approve with conditions Final Site Plan Application - Dunkin Donuts, 499 Howland Blvd. (FSP 17-013). The motion failed by the following vote: For: 6 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath, Member Wallace and Member Chavez B. Final Plat Application - O’Reilly's Auto Parts Store, Howland and Wolf Pack (FP 17-001). Discussion among the Committee included the outstanding comments. Mr. Paradise noted to revise the location map to a scale depiction of no less than 1” = 2000’. Please provide covenants and restrictions addressing the maintenance of the common areas - access easements and stormwater facility (Tract A) to the City before the plat is presented to the City Commission. He also requested language on the plat stating the City is not responsible for the construction or maintenance of the internal access or stormwater. He stated that the next City Commision meeting will be December 11, and the mylar will need to be received prior, to allow appropriate routing for signatures. Motion by Scott McGrath, seconded by Phyllis Wallace, to approve with conditions, Final Plat Application - O’Reilly's Auto Parts Store, Howland and Wolf Pack (FP 17-001). The motion carried by the following vote: For: 6 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath, Member Wallace and Member Chavez C. Final Site Plan Application - O’Reilly's Auto Parts Store, Howland and Wolf Pack (FSP 17-001). Discussion occurred regarding remaining conditions. It was noted that when Lot 2 is developed, tree protection regulations will be applicable, a fire flow test is required and the fire flow test shall be conducted on the existing fire hydrants located as close as possible to the proposed project. Member Wallace also noted that an updated gopher tortoise survey will be required before construction begins. The motion carried by the following vote: For: 6 - Member Grosvenor, Member Bowley, Member Roland, Member McGrath, Member Wallace and Member Chavez D. Pre-application meeting - Parcel Number 9114-00-00-0030. Mr. Singer and Mr. Goldberg provided the Committee with some information on a proposed project for parcel #9114-00-00-0030, consisting of approximately 400 + acres. They explained that it would be a large Planned Unit Development (PUD) consisting of commercial along SR 415 and a series of communities featuring various residential housing product lines. Discussion occurred regarding amending the Future Land Use (FLU), zoning, wetlands and timelines for applications. Member Wallace noted nearby utility lines and stated the City has the capacity to serve the proposed development.She stated that environmental permitting such as gopher tortoise and tree surveys will be required. Discussion ensued regarding access, roadways and a Community Development District (CDD). Member Chavez noted that a CDD development would need to be built to City standards. Discussion occurred regarding the type of development, minimum lot sizes and a future potential City Center. Member Grosvenor stated depending on construction type and building, the buildings would need to be sprinkled. Discussion occurred regarding school concurrency, parks, open space, trails, impact fees, transportation impact analysis and work force locations. 9. STAFF/BOARD/COMMITTEE MEMBERS COMMENTS: 10.
