CALL TO ORDER: The meeting was called to order at 9:02 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Kathrine Kyp, Planning and Development Services; Michael Wojtuniak, EPI Engineering Inc.; Trisha Dellinger, Pyle & Dellinger, PL; Vance Rossell, SCE III/Burger King and Larry Kent. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 19, 2018. Motion by Phyllis Wallace, seconded by Jerry Mayes, to accept the Minutes of April 19, 2018. The motion carried by the following vote: For: 6 - Chair Bowley, Member Chavez, Member Mayes, Member McGrath, Member Paradise and Member Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: City of Deltona Page 1 Printed on 5/8/2018 Development Review Committee Minutes May 3, 2018 A. Final Site Plan Application - Burger King Deltona Village (FSP 17-015). Mr. Wojtuniak spoke regarding the application and requested clarification on the internal circulation comment. Mr. Paradise stated that the loading zone needs to be 14' X 20' and the throat widths need to be modified per the code to 25' from the front entrance to the first parking spot. Discussion ensued regarding the impact on internal circulation and location of employee and compact car parking spaces. Mr. Wojtuniak stated he will locate several compact car parking spaces at the entrance to assist in the overall plan and internal circulation. Member Chavez stated that the City will not issue the Site Engineering permit without the Stormwater Permit from St. John's River Water Management District. Discussion occurred regarding the DCCR's, ownership and maintenance of the pond. Member Chavez stated that the stormwater pond is shown to be expanded by 25% and the extension will need to be recorded with a legal instrument since the pond is a separate tract. Discussion ensued regarding the recordation of the updated tract. Member Wallace suggested doing a meets and bonds for the new legal description as an easement. Mr. Chavez requested the draft document and sketch for approval. Member Wallace requested the recorded document prior to the issuance of the Site Engineering Permit. Mr. Wojtuniak will provide the draft sketch when he resubmits the updated plan set. Chairman Bowley advised that the City has received an application for a rezoning amendment and provided an estimated timeline for the completion and approval of the amendment. He noted that the Development Order will not be issued until the City Commission has approved the rezoning amendment. Mr. Kent requested an emailed copy of the Development Order template. Motion by Scott McGrath, seconded by Phyllis Wallace, to approve Final Site Plan Application - Burger King Deltona Village (FSP 17-015). with conditions.
