City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, April 19, 2018 9:00 AM 2nd Floor Conference Room Revised Agenda - April 13, 2018 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Kathrine Kyp, Planning and Development Services; Zack Miller, Miller Construction Services; Darren Eyre, Thomas Engineering and Joann Rubio, Cardno. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 5, 2018. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: E. Pre-application meeting - Capri Cir Apartment Homes. Mr. Miller provided a summary of the proposed development including two (2) duplexes and three (3) quadruplexes. Discussion occurred regarding a potential FEMA Letter of Map Revision for two locations on the proposed development with a proposed elevation of 32 City of Deltona Page 1 Printed on 4/27/2018 Development Review Committee Minutes April 19, 2018 feet and a finished floor elevation of 33 feet. Discussion occurred regarding fire safety, access, fire flow and installing a fire hydrant. Member Wallace stated Lake Helen Osteen Rd. is a Volusia County road and access management will need to be approved through Volusia County. She noted the available utilities nearby. Member Paradise stated a Combination of Lots application and a Final Site Plan application will need to be done and within the RM-2 zoning, the minimum density is 12 units per acre. Member Wallace the site is not within a scrub jay area but a tree survey and gopher tortoise survey will need to be completed. B. Pre-application meeting - 65 Courtland Blvd. Mr. Eyre provided a summary of the proposed development application for a Dollar Tree located at the corner of Courtland Blvd. and Doyle Rd. Member Wallace indicated there is a force main sewer located both on Courtland Blvd. and Doyle Rd. She noted Doyle Rd. traffic access is managed by Volusia County Traffic Engineering and Courtland Blvd. access is managed by City of Deltona. Mr. Eyre noted stormwater management will be managed on site and stated they have already had a pre-application meeting with St. John's River Water Management District. Member Wallace noted this site is not within a scrub jay area, but the adjacent parcel is and recommended a partial survey. Member Paradise stated this would follow Chapter 75, Site Plan Review and noted that parking, landscaping and a loading zone requirements will need to be adhered to. Member Wallace stated environmental surveys will need to be completed. Discussion regarding fire access, hydrant location, timing of application, and right of way use permit occurred amongst the Committee and Mr. Eyre. More discussion occurred regarding landscape buffers along Doyle Rd., and parking lot requirements. Member McGrath noted that the concept plan shows five (5) foot hammerheads within the parking lot and the City requires 15 feet. Chairman Bowley noted the City would like to see the store with an architecture design similar to the other Dollar Tree stores throughout Deltona and provided the applicant with the metal building ordinance Section 110:814(i). He noted the City has the Urban Design Pattern Book as a reference for design ideas. Mr. Eyre stated that the stores are designed with split block, stucco and trellis typically. Discussion occurred regarding different types of foundation plantings. Member Paradise noted that planters can be an option. Discussion occurred regarding quantity of plan sets, utility locations, dumpster relocation and the adjacent alleyway. Member Wallace suggested the dumpster relocation can be adjacent to the alley. She noted if the applicant were to request access from the entire 20 foot alleyway into their property they would need to improve both sides. C. Pre-application meeting - 2962 Day Rd. The applicant did not attend the meeting. D. Pre-application meeting - 1585-1983 Piedmont Dr. The applicant did not attend the meeting. A. Pre-application meeting - Howland And Ft. Smith Blvd. City of Deltona Page 2 Printed on 4/27/2018 Development Review Committee Minutes April 19, 2018 Ms. Rubio provided a summary and stated the design for the Howland Blvd. & Ft. Smith Blvd. is very similar architecturally and in design to the Howland Blvd. & Wolf Pack Run location. She noted they will be tieing into the access driveway Dunkin Donuts is constructing. She noted they have significant trees on the site they will be removing but will need a tree survey to confirm. Discussion occurred regarding driveway maintenance, scrub jay territory, removing and maintaining trees, utility locations and lift station locations. Ms. Rubio noted they will be maintaining a 100 year flow for stormwater. Discussion occurred regarding right of way access and connecting to the reclaim service. Member Wallace noted they will need a gopher tortoise survey and tree survey. Ms. Rubio concurred and noted that they have a tree survey completed already and will have a gopher tortoise completed in the future. Discussion occurred regarding dumpster location and parking lot design. City Manager Shang asked Ms. Rubio for the timeline on the O'Reilly's located at Howland Blvd. and Wolf Pack Run. Ms Rubio stated they plan on opening by the end of the year. Member Mayes stated when they are ready, the City will offer a groundbreaking and grand opening ceremony. Member Grosvenor will research the latest fire flow results and determine if there needs to be another test done and will get back with Ms. Rubio. Chairman Bowley asked Ms. Rubio coordinated with the Dunkin Donuts project manager regarding connecting to reclaim water service. Ms. Rubio stated she will have the O'Reilly legal team contact the Dunkin Donuts' legal team regarding the connection to reclaim service. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
