CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Kathrine Kyp, Planning and Development Services; Jane Shang, City Manager; Dinelia Santana, Planning and Development Services; Lary Kent; Gary Beverly, Civil Design Solutions; Steve Young, Civil Design Solutions; Rafael Guillion, Canto Property Holding, Rafael Guida, Guida Design Group; Adan Ordonoz, Freedom Construction and Glenn Blundon, Ameristar Group, Inc. APPROVAL OF MINUTES & AGENDA: A. Minutes of May 17, 2018. Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the Minutes of May 17, 2018. The motion carried by the following vote: For: 8 - Chair Bowley, Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise, Member Roland and Member Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. OLD BUSINESS: Mr. Kent asked for clarification regarding the minutes from the May 3, 2018, DRC meeting. Discussion between Mr. Kent and Member Grosvenor occurred regarding the approval of removing the truck simulations and adding the fire flow test data to the utility plan. Member Chavez stated that the fire flow test information is important especially since it is not the City's utility. Member Roland and Member Grosvenor advised Mr. Kent that the review of the building plan submittal would be approximately two (2) weeks depending on accuracy. Mr. Kent discussed the scrivenors error regarding the loading zone size and discussed reducing the parking spaces at the entrance. Mr. Kent and Member Wallace discussed the recordation of the stormwater tract. Member Wallace stated that the recordation of the tract needs to be submitted to the City prior to issuance of the Site Engineering Permit. Mr. Kent requested a copy of the Development Order template and asked if he can remove the two spaces to the west of the entrance and make that the loading zone. 7. NEW BUSINESS: A. Final Site Plan Application - Big Pine Apartments, 2922 Cardinal Street, FSP17-016. Member McGrath stated the finished floor elevations will need to be an elevation of at least 34 feet based on the flood plain research from Tetra Tech and will need to be resolved prior to a building permit is issued. Member Paradise stated that coordination with Volusia County Schools is necessary. Motion by Ron Paradise, seconded by Phyllis Wallace, to approve with conditions cited in the staff report. The motion carried by the following vote: For: 8 - Chair Bowley, Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise, Member Roland and Member Wallace B. Pre-application meeting - Parcel Id. 8036-05-05-0130, Belltower Ave. Mr. Guillon provided the Committee with background regarding a proposed duplex development. Discussion regarding zoning, subdividing, environmental permitting, setbacks and stormwater occurred. Member Grosvenor stated that a hydrant will need to be every 400 feet of the nearest point of the building shown on the plans. C. Pre-application meeting - 2920 Alatka Lane and 2201 Conway Drive. Mr. Guida and Mr. Ordonoz provided the Committee with a summary of the proposed duplex development. They talked about subdividing the land, zoning, financing, environmental permitting, setbacks and stormwater.
