CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Kathrine Kyp, Planning and Development Services; Dinelia Santana, Planning and Development Services; H. Daniel Hutter, LIS Architects; Dennis Graven, Zev Cohen and Associates; Kris Rowley, Zev Cohen and Associates; Alan DeZayes, Avon Modular; Byron Herchenroder, Faith Baptist Church; David Evans, Evans Engineering, Inc.; Bobby Luthra, PIB; Larry Dale, PIB Consultant. APPROVAL OF MINUTES & AGENDA: A. Minutes of June 7, 2018. Motion by Steve Roland, seconded by Scott McGrath, to accept the Minutes of June 7, 2018. The motion carried by the following vote: For: 6 - Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise and Member Roland 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. Halifax Medical Center, 3200 Halifax Crossings Blvd. Mr. Graven and Mr. Rowley from Zev Cohen and Associates explained that the revisions to the Halifax Medical Center project include separations of the utility lines from the medical office building. They noted that the medical office building will submit a seperate final site plan application and the medical office building will not be connected to the hospital and remain separate. They will submit revised plans and are requesting the issuance of a new development order for the hospital only. Member Paradise requested an itemized list of changes upon resubmittal of the ten (10) plan sets. Motion by Steve Roland, seconded by Jerry Mayes, to approve the Halifax Medical Center proposed changes. The motion carried by the following vote: For: 6 - Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise and Member Roland 7. NEW BUSINESS: A. Pre-application meeting - Gateway Christian Academy, 950 Doyle Rd. Mr. Hutter provided the Committee with the proposed improvements/additions to the existing Gateway Christian Church. He explained that the addition is a pre-engineered steel building with a covered walkway connecting to the back of the church. Member Chavez discussed the requirement of a revised lift station, utilities, fireflow and a new permit from St. Johns Water Management District. He also noted that a scrub jay permit will be needed. Ms. Santana stated that additional impact fees will be required with the additional square feet. Discussion occurred regarding occupancy of the multipurpose room, sprinklers, fire access, fire lane and screened dumpster. B. Pre-application meeting - Deltona Christian School, 1200 Providence Blvd. Mr. DeZayes provided the Committee with information regarding the proposed addition at the Deltona Christian School. He stated it is a private state education modular structure to be placed on top of the existing basketball court. He noted that the structure would be a two story structure with elevator and stairs. Member Chavez stated that they will need to show additional drainage or another pond and cannot have the water sheet flow to the only existing pond. Discussion occurred regarding connecting the entire site to sewer, updating the utilities, landscaping, required additional impact fees, coordination with Volusia County Traffic Engineering, hydrant locations and adding an additional sidewalk on Marshall St. Member Grosvenor stated that she will need to review the construction type to determine adequate water supply. She noted that a fire flow test will need to be performed by a licensed contractor prior to plan approval and the details added to the utility plan sheet. Member Paradise introduced Mr. Evans with the Fernanda Place subdivision.
