CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Dr. Marc-Antoine Cooper, Deputy City Manager; Mark Edgil, Fire Safety; Joe Loretta, Genesis; Scott Milgram, MMM Investments; Rich Emerson, ZZR Investments; Ryan Blaida, CWI; Chris Askew, Askew Real Estate and Zechariah Henry, Pastor, Henry Ministries. Present: 5 - Member Leigh Grosvenor Member Jerry Mayes Member Ron Paradise Member Steve Roland Chair Phyllis Wallace Excused: 1 - Member Mario Chavez 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of August 2, 2018. Motion by Ron Paradise, seconded by Leigh Grosvenor, to accept the Minutes of August 2, 2018. The motion carried by the following vote: For: 5 - Member Grosvenor, Member Mayes, Member Paradise, Member Roland and Chair Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Pre-application meeting - 1382 Howland Blvd. City of Deltona Page 1 Printed on 9/18/2018 Development Review Committee Minutes September 6, 2018 Mr. Loretta spoke to the Committee regarding potential building expansion and stated that the current parking space ratios indicate the plaza is over parked by over 200 spaces. Discussion regarding the current C-1 zoning occurred. Mr. Paradise stated the City is in support of redeveloping. Discussion occurred regarding landscaping, possible loading zone, traffic impact analysis, utilities and stormwater. Further discussion ensued regarding future relocation of the existing daycare, potential gating of the alley way and daycare playground safety. B. Pre-application meeting - Doyle Rd. Annexation. Discussion occurred regarding the potential for 60 residential lots on the parcel, Future Land Use, voluntary annexation application, public hearings, zoning, utilities, tree survey, traffic study, building permit process and fire hydrant requirements. More discussion ensued regarding potential opposition from surrounding residents, private stormwater pond and private internal roads. C. Pre-application meeting - Lighthouse Pentecostal Church of Jesus Christ 590 Ft. SMith Blvd Discussion occurred regarding the size of the property, zoning, Conditional Use Application, public hearings, traffic, access, site plan process, impact fees, turn lane requirement, environmental permitting, tree survey, stormwater management, utilities, fire hydrant requirements, grass paving and building construction and design. 8.
