1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:
Also present: Jane Shang, City Manager; Marc-Antoine Cooper, Assistant City Manager;
Dinelia Santana, Planning and Development Services; Kathrine Kyp, Planning and
Development Services; Jenny DeGranda, Planning and Development Services; Zhaokai
Liu, Planning and Development Services; Chad Linn, Engineer; James Doyle; Glenn
Blundon, Freedom Homes; and Daniel Martin, Freedom Homes.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of May 16, 2019.
Motion by Scott McGrath, seconded by Leigh Grosvenor, to accept the
Minutes of May 16, 2019. The motion carried by the following vote:
For: 6 - Member Chavez, Member Grosvenor, Member Mayes,
Member McGrath, Member Roland and Chair Wallace
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

A. Pre-application meeting - 379 SR 415.
Mr. Linn provided the Committee with a summary of the proposed mixed use development
project (retail and multifamily). Discussion ensued regarding utilities, fire protection, access
management, stormwater, interlocal coordination, setback and landscape buffers, City
processes, application timing and requirements and impact fees.
B. Pre-application meeting - 2201 Conway Drive.
Mr. Linn provided the Committee with a summary of the proposed multifamily development
project.
Discussion ensued regarding density, parking, utilities, dumpster location, fire protection,
access management, stormwater, interlocal coordination, setback and landscape buffers,
City processes, application timing and requirements and impact fees.
Mr. Linn requested the Committee discuss with him another proposed multifamily
development project located at the corner of Conway Dr. and Florida Dr.
Discussion ensued regarding density, parking, utilities, dumpster location, fire protection,

City processes, application timing and requirements and impact fees.
