CALL TO ORDER: The meeting was called to order at 8:58 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Jenny DeGranda, Planning & Development Services; Zhaokai Liu, Planning & Development Services; Tobborah Cottingham; Public Works; Carl Lynch, Building Services; Chris Weir, Fire Department; Peter Pensa, AVID Group; Steven Stuebs, AVID Group; Ayman Saidi, TMC; Dave Holden, Quigg Engineering and Bobby Luthra, PIB. Minutes of June 20, 2019. Motion by Ron Paradise, seconded by Leigh Grosvenor, to accept the Minutes of June 20, 2019. The motion carried by the following vote: For: 7 - Member Chavez, Member Grosvenor, Member Mayes, Member McGrath, Member Paradise, Member Roland and Chair Wallace 4. PRESENTATIONS/AWARDS/REPORTS: 5. Pre-application meeting - Howland Blvd. and Forest Edge Dr. Mr. Stuebs provided the Committee with information regarding the proposed project at Howland Blvd. and Forest Edge Blvd. He noted the proposal would include a rezoning, replat and a vacation of easements application. Discussion occurred regarding utilities, ownership, stormwater, environmental surveys, traffic mitigation, drainage, fire safety, fire hydrants, circulation, landscape buffers, signage and impact fees. B. Pre-application meeting - Three Island Lakes North Site, Lake Helen Osteen Rd. Mr.Holden provided the Committee with a summary of the proposed subdivision. He noted the subdivision would be located off of Parma St. and is proposed with 40-47 single family residential lots. The lot dimension would be 40X120 feet. Discussion occurred regarding the location of the flood zone, construction to remain outside of flood zone, stormwater, environmental surveys, location of and need for sewer in relation to the project, impact fees, hydrants, fire safety, access management and open space. C. Pre-application meeting - Three Lakes South Site, Lake Helen Osteen Rd. Mr.Holden provided the Committee with a summary of the proposed subdivision. He noted the subdivision would be located off of Lake Helen Osteen Rd. and is proposed with single family residential lots. The lot dimension would be 40X120 feet.Discussion occurred regarding the location of the flood zone, construction to remain outside of flood zone, stormwater, environmental surveys, location of and need for sewer in relation to the project, impact fees, hydrants, fire safety, access management, gang mailboxes, playground and open space. Member Chavez noted for the utilities to be serviced by the City of Deltona, a letter from Volusia County will need to be submitted during the application process. 8. STAFF COMMENTS: 9.
