CALL TO ORDER: The meeting was called to order at 9:00 am. 2. Final Site Plan application - FSP18-017, Dollar Tree Store, 65 Courtland Blvd. Motion by Ron Paradise, seconded by Steve Roland, to approve Final City of Deltona Page 1 Printed on 8/23/2019 Development Review Committee Minutes August 15, 2019 Site Plan application - FSP18-017, Dollar Tree Store, 65 Courtland Blvd. The motion carried by the following vote: For: 5 - Member Mayes, Member McGrath, Member Paradise, Member Roland and Chair Wallace B. Final Site Plan application - FSP19-007, Fernanda Place Amenity Center. Motion by Ron Paradise, seconded by Scott McGrath, to approved with conditions, Final Site Plan application - FSP19-007, Fernanda Place Amenity Center. The conditions being the resubmission of seven (7) sets of the landscape plans and three (3) full plan sets. The motion carried by the following vote: For: 5 - Member Mayes, Member McGrath, Member Paradise, Member Roland and Chair Wallace D. Pre-application meeting - Normandy Blvd. and Saxon Blvd. Mr. Newkirk with Newkirk Engineering and Mr. Holub provided the Committee with a description of the proposed application. The proposal is for a drive-through restaurant and a retail strip. Discussion occurred among all regarding access management, landscape buffers, traffic impact analysis, pedestrian connectivity, stormwater, utilities, combination of lots process, impact fees, parking and tree survey requirements. E. Pre-application meeting - Hummingbird St. Mr. Campuzano provided the Committee with a proposed project to include a quad-plex apartment building at 131 Hummingbird Street. Mr. Paradise noted that the current zoning of RM-1 allows a maximum of 3.3 dwelling units for the subject lot based on the size of the property. Discussion occurred regarding rezoning, stormwater, landscape buffers, and parking. F. Pre-application meeting - 235 Enterprise Road. Rezoning from Industrial to Industrial Planned Unit Development. This item was withdrawn. C. Pre-application meeting - Lawhun Ranchette Estates. Mr. Lawhun provided the Committee with his proposal of a subdivsion for allow eight (8) parcels that are horse friendly. Discussion occurred regarding current zoning, Osteen Local Plan, ECHO Overlay, utilities, access, setbacks, wetlands, commercial, multi-agency permitting, and the Future Land Use map. G. Pre-application meeting - Hampton Oaks. Mr. Mychenberg and Mr. Hass provided the Committee with a description regarding a City of Deltona Page 2 Printed on 8/23/2019 Development Review Committee Minutes August 15, 2019 proposed subdivision, Hampton Oaks. Discussion occurred regarding environmental surveys, fire hydrant locations, utilities, neighborhood cooperation, signal timing, street sign specifications, stormwater, drainage, gopher tortoise permitting, building permit master filing, addressing, roadway names, and lot grading. 8.
