3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of September 19, 2019.
Motion by Steve Roland, seconded by Scott McGrath, to accept the
Minutes of September 19, 2019. The motion carried by the following
vote:
For: 7 - Member Chavez, Member Grosvenor, Member Mayes,

agenda items only and shall not exceed two minutes.

A. Halifax Health Sign Review
Mr. Buanno provided the Committee with a summary of the proposed sign. He noted the
design was done with the previous City's sign code language as a pylon sign. He stated
that the client wants a monument sign to compliment the hospital. He noted the current code
doesn't have the highway sign as an option.
Member Paradise stated Halifax Hospital has made application for an oversized highway
facing monument sign. This sign does not conform to the existing sign code. Section
102-11 of the City of Deltona Land Development Code allows for alternative approval
process for nonconforming signs. This section requires a DRC recommendation and a City
Commission approval.
Motion by Ron Paradise, seconded by Jerry Mayes, recommend for
approval to that the City Commission approve the sign with the
following conditions. The sign must be limited to 645 Square feet. The
sign shall be constructed as per the elevations prepared by Don Bell
Signs as included in the October 3, 2019 Development Review
Committee agenda package. The illumination and effulgence does not
result in the illumination of the offsite areas of one candle power or
more nor does the light create safety challenges for the travelling
public. All requisite permits be obtained by the applicant to facilitate
construction of the sign. The motion carried by the following vote:

B. Pre-application meeting - 950 Doyle Rd.
Mr. Gaines provided the Committee with the proposed project. He noted the church would
like to construct another building to expand the use for a school. He noted the church has an
existing daycare accommodating approximately 35 children. Member Paradise stated the
location was approved in the mid-1990's under Volusia County. He noted that any increase
in intensity could warrant a Traffic Impact Analysis. Discussion occurred regarding utilities,
connecting to reclaimed water, location of nearest reclaimed water connection, stormwater,
parking, and impact fees. Chair Wallace noted this location was never permitted through
the St. Johns River Water Management District. Member Roland noted the most recent

building permit submitted had expired due to no work activity or inspections completed
within 180 days.
C. Pre-application meeting - 237 Enterprise Rd.
Mr. Voll and Dr. Bedard provided the Committee with a overview of the proposed project.
Dr. Bedard would like to relocate iBuild Academy and occupy a portion of the industrial
zoned building at 237 Enterprise Rd. Discussion occurred regarding the need to rezone to
an Industrial Planned Unit Development (IPUD) and the timeline for the process.
