CALL TO ORDER: The meeting was called to order at 9:00 am. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of October 3, 2019. Motion by Steve Roland, seconded by Ron Paradise, to accept the Minutes of October 3, 2019. Pre-application meeting - Deltona North Wastewater Lift Station & Force Main Project. Mr. Fraser provided the Committee with an overview of the proposed project. He noted Volusia County Water and Utility department will be decomissioning the DelNorth WasteWater Treatment facility and building a master lift station that will distribute wastewater from the region and pump it to Normandy Blvd., connect with Rhode Island Av. and toward S. Leavitt St. in Orange City. The request would be to receive Right of Way Use Permits to allow the construction of the project. Mr. Paradise noted there is a Vacation of Rights-of Ways request as a part of a larger project called Project Normandy that may interfere with portions of his project. He provided Mr. Fraser with a forecast of future development in the area that would also affect his project. Discussion occurred regarding redirection of portions of the project away from the Columbo right of way. Member Paradise suggested shifting the lines of construction closer to the ROW or working with the land owner for a dedicated easement. He also suggested based on the limited scope of the property, the review could go through an abbreviated Site Plan process. B. Pre-application meeting - St. Clare Catholic Church, 2961 Day Road. Mr. Hockensmith provided the Committee with a summary of the request. He noted the request is to expland the parking lot and add drive aisles. Discussion occurred regarding previous flooding events and remediation of the flooding. Discussion further occured regarding stormwater improvements, potential exemption from St. Johns River Water Management District, and the City review process. 8. STAFF COMMENTS: 9.
