1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:
Also present: Jane Shang, City Manager; Dinelia Santana, Planning & Development
Services; Tobborah Cottingham; Public Works; Carl Lynch, Building Services; Tom
Tomerlin, Economic Development; Doug Atkins, REMAX, Daniel Dominquez, Christian
Mission Bethesda; Josue Negron; Werner Macedo, D32 Invest; and Leonardo Quintero,
D32 Invest.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of November 21, 2019.
Motion by Steve Roland, seconded by Leigh Grosvenor, to accept the
Minutes of November 21, 2019. The Committee concurred.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.
6. OLD BUSINESS:
7. NEW BUSINESS:
A. Pre-application meeting - 1666 & 1668 Providence Blvd.
Mr. Atkins provided a summary to the Committee regarding 1666 and 1668 Providence
Blvd. He noted he is assisting the current owner in the sale of the two lots and also

represents the potential buyer, Mr. Dominguez. The potential buyer is proposing to relocate
his church to the location.
Discussion occurred with the Committee regarding the size of the lots, stormwater and
parking space requirements, shared parking, impact fees, greenspace, drainage and
access management.
B. Pre-application meeting - 2123 Saxon Blvd.
Mr. Negron with Expert Car Care spoke to the Committee regarding his proposed
development. He stated he would like to convert the gas station to car sales. He advised
the Committee that he has discussed the change of use with the Department of
Environmental Protection and regarding the gas tanks, he will be applying for certification
for ten years and then the tanks will be removed.
Discussion occurred regarding sewer. upsizing the connection, signage, landscaping and
fire hydrants.
C. Pre-application meeting - 2161 Lake Helen Osteen Rd.
Mr. Quintero provided the Committee with a summary of the proposed 105 units multi-family
development.
Discussion occurred regarding flood plain, wetlands, environmental reports, impact fees,
utilities, amenities, sidewalks, fire access managment, sprinklers, hydrants, landscaping,
parking, setbacks and submittal dates.
