1. CALL TO ORDER:
The meeting called to order at 9:00 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of December 19, 2019.
Motioned by Scott McGrath, seconded by Leigh Grosvenor, to approve
December's Minutes. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

A. Final Site Plan Application - 3000 Lake Helen Osteen Road. Dollar General.

Motion by Ron Paradise, seconded by Scott McGrath, to approve the
Final Site Plan with conditions. The Committee voted to approve.
The site plan with the following conditions:
1) The applicant shall complete the final plat process to create the lot where the retail
use is proposed as part of SP-0006.
2) As part of the plat, the applicant and/or land owner shall dedicate to the City at
minimum a 42’X45’ lift station site to facilitate the connection of the use and future
uses in the area to central sewer.
3) The interim septic system shall be located in the most logical location to facilitate
connection to central sewer.
4) All sewer connection fees must be paid before the final D.O. is issued.
5) The interim septic system shall be an advanced, aerobic, BAM type system.
6) Before the D.O. for the final plat is issued, the applicant and landowner shall enter
into a wastewater service agreement with the City pledging connection to central
sewer.
7) Consistent with Ordinance No. 06-2019 the City has granted a waste hauler
exclusive rights to haul waste and refuse (residential and non-residential uses) within
the city limits of Deltona. Therefore all waste management, including but not limited
to, debris and other refuse generated during the land clearing and construction
phase shall be hauled by the sole hauler granted exclusive rights by the City. In
addition, after a C.O. is issued, the hauler will continue to be the sole provider for
solid waste hauling for the project. The City currently has a relationship with the solid
waste hauler Waste Pro. To coordinate waste management with Waste Pro, contact
Waste Pro at (386) 788-8890. This condition will apply to any future exclusive solid
waste hauling terms negotiated by the City.
B. Pre-application Meeting - 1205 Leeward Drive.
Mr. Culbertson spoke to the committee about his proposed subdivision on Leeward Dr. He
stated he wants to take his ten-acre lot and split it into four (4) separate parcels. He stated
of the 10 acres, only 4.6 acres are outside of the flood zone. The committee suggested Mr.
Culbertson seek advice from a licensed lawyer before proceeding regarding access.
Discussion occurred about the property needing access, Scrub Jay habitat check, water
and sewer, Fire Department access, fire hydrants, and a hydrant flow test.
C. Pre-application Meeting - 605 Courtland Blvd.
Mr. Buth advised he wants to add a building to his current parcel which is zoned C1 and

would share a parking lot with Publix. Discussion occurred about the dumpster access
needing to be moved, landscaping, parking, stormwater, and site access.
D. Pre-application Meeting - 321 Stratford Commons.
Mr. Pagliarulo stated he wanted to go over his plans to move his current daycare to 321
Stratford Commons. Mr. Pagliarulo advised he would not be putting a drop-off and pick-up
area because all children have to be signed in and out of the daycare daily. The daycare
would hold up to 75 children and he plans on providing a playground for the children.
Discussion occurred about the current parking lot and wanting to move the current handicap
spot to make more room for the playground. Discussion continued about the plans needed
to be designed by a professional and include fencing, striping, parking counts, fire hydrants,
fire alarms, bathrooms, wall additions, and an application for site plan.
