CALL TO ORDER: Meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Tobborah Cottingham, Public Works ; Dinelia Santana, Planning and Development Services; Zhaokai Lui, Planning and Development Services; Nashla Merced, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Dara Amlung, Edgewater Condos; Ben Beckham, Madden, Moorhead, and Stokes; Bobby Wanas, Madden, Moorhead, and Stokes; George Voll, J&J Security; Steve Young, Civil Design Solutions; Gary Beverly, Civil Design Solutions; Lesvia Rodriguez. Minutes of February 6, 2020. Motion by Ron Paradise, seconded by Steve Roland, to approve the Minutes of February 6, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: C. Pre-application Meeting- Edgewater Condo Recreation Area. Mr. Amlung spoke about being the chair of the recreation committee for Edgewater City of Deltona Page 1 Printed on 2/26/2020 Development Review Committee Minutes February 20, 2020 Condos. He asked about the process of getting a contractor versus pulling the permit himself. The committee advised Mr. Amlung he would not be able to pull the permits, and using a general contractor would easier. Committee advised he would be required to get an environmental consultant to check the eagle's nest and to see if he is allowed to change the area. Committee advised applicant to check for stormwater issues at the site area since there were past issues. Mr. Amlung asked the committee about adding a bicycle shed, wanting to know the requirements. He asked the committee if it would be easier to do everything at once or in different phases and the committee explained to do it all at once would be best. D. Pre-application Meeting - Doudney PD. Mr. Beckman spoke to the committee about a 55.6-acre piece of land wanting to make it into 220 single-family dwellings. He asked for the requirements for buffers, tree preservation, and fencing. Discussion began about the lot sizes being 128 lots at 40x120 and 38 lots at 50x120 lots. Committee asked the applicant about parking in the street and the applicant provided pictures of additional parking spaces out of the way of housing. Committee advised the applicant that no lots are allowed to be platted within the floodplain. Discussion occurred about needing offsite road improvements and asked if there was a street connection to an adjacent development. Mr. Beckman spoke about wanting to preserve a historical tree and making one of the main roads split around the tree. Discussion ensued regarding the application process. A. Pre-application Meeting - Day Road. Mrs. Formoso spoke to the committee about building a multifamily project, property off of Day Road. Discussion occurred regarding the lot size and zoning. The committee advised the parcel does not comply with the minimum lot size allowed per the zoning classification. Committee advised to get a nonconforming letter and advised the City is in the process of changing this classification and suggested waiting as an alternate option. Committee also advised to get an environmental consultant out to the property because it is in a Scrub Jay habitat. B. Pre-application Meeting - 1260 Deltona Blvd. Mr. Beverly explained they are looking into this new location for a daycare. He spoke of the property's past use as a bank and how there are 30 parking spots with two (2) are handicap spots. This location has sewer and water, with drainage to the street. They are planning to make improvements by fencing in an area for a 3,600 square foot playground, providing basketball area for the older children, and having a drop off for up to eight (8) cars. The daycare could have up to 73 children with ten (10) staff members. Discussion occurred regarding a need for WB40 turning radius showing access in and out of the parking lot, needing to find the nearest hydrant, needing a floor plan, and enhancing the landscape on the site. 8.
