CALL TO ORDER: The meeting was called to order at 9:02 am. 2. ROLL CALL: Also present: Tobborah Cottingham, Public Works; Tom Tomerlin, Economic Development; Nashla Merced, Planning and Development Services; Zhaokai Lui, Planning and Development Services; Linda Biro, Hix Snedeker; Paul Marcinko, JADE Consulting; Todd Swann, Swann Real Estate; Giovanni Fernandez, National Real Estate; Randy Hudak, Zev Cohen Associates Inc.; David Holden, Quigg Engineering; Jeremy Anderson; Common Oak Engineering. Minutes of February 20, 2020. Motion by Steve Roland, seconded by Leigh Grosvenor, to approve the Minutes of February 20, 2020. Motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Final Plat Application - Lake Gleason Reserve Discussion occurred regarding the solid waste to be actively managed solely by Waste Pro City of Deltona Page 1 Printed on 3/11/2020 Development Review Committee Minutes March 5, 2020 which can be found in the Development Order. Mr. Paradise recommended approval of SD19-0002 Lake Gleason Final Plat on the following conditions: 1. The City has yet to conduct final inspections for roadways, drainage conveyance structures, utility facilities, and landscaping. In order to conduct those inspections and provide final approval, City staff will require recorded and otherwise executed lien waivers from all sub-contractors/material suppliers responsible for the construction of applicable infrastructure. Therefore, before the final plat request is advanced to the City Commission for acceptance, please provide applicable sub-contractor/material supplier lien waivers to City staff for review and record keeping. 2. All changes to the plat and related materials, as identified with in the February 25, 2020, Dewberry peer review report needs to be addressed before the plat is placed on an agenda for City Commission plat acceptance. 3. Performance and maintenance bonds, original signed and sealed copy, must be received and approved by City Staff before the plat is placed on an agenda for City Commission Plat acceptance. Motion by Ron Paradise, seconded by Steve Roland, to approve with conditions the Lake Gleason Reserve Final Plat. The motion carried unanimously. B. Final Plat Application - Dollar General Mr. Paradise recommended approval of SD20-0001 Dollar General Final Plat subject to the following conditions: 1. The applicant shall update the title commitment package to include the following information and shall not be advanced to a City Commission agenda until the title commitment package has been updated: a. A signed and notarized consent from the mortgage holder. b. Applicant shall explain the ownership capacity of HSC Hudson LLC. c. The title record of the owner and the owner stated on the plat shall be consistent. d. Indicate all real estate taxes have been paid in full. Motion by Ron Paradise, seconded by Jerry Mayes, to approve with coniditions, SD20-0001 Dollar General Final Plat. The motion carried unanimously. C. Preliminary Plat Application - Courtland Park Mr. Paradise recommended approval of SD19-0005 Courtland Park Preliminary Plat with the condition of paying $20,000 to the escrow account for a traffic study on Staten Drive. Motion by Ron Paradise, seconded by Scott McGrath, to approve with conditions, SD19-0005 Courtland Park Preliminary Plat. The motion carried unanimously. D. Pre-application Meeting - 3455 Tabb Dr. City of Deltona Page 2 Printed on 3/11/2020 Development Review Committee Minutes March 5, 2020 Mr. Swann opened a discussion on zoning and potential uses for the property on Tabb Drive. Discussion continued about increasing land use intensity and density and traffic around the property. The Committee asked about the parcel size and floodplains within parcel. The Committee discussed of potential uses, along with the application process. E. Pre-application meeting - 3174 Howland Blvd. Mr. Anderson started discussion about the powerline easement and the required landscape buffers. Discussion occurred about needing turn lanes and cross access easements. Fire code requirements were discussed and needing a loading area outside of aisle lanes. Discussion continued regarding signage, gopher tortoise survey, impact fees, and stormwater calculations. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
