Thursday, July 2, 2020 9:00 AM 2nd Floor Conference Room
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:05 pm.
2. ROLL CALL:
Also present: Leonardo Quiterio, Drew Locher, Werner Macedo, Vince Wolle, Ryan
Hileman, Kim Limbaugh, Alex Sims, Chris Evertz, Tobborah Cottingham, Public Works,
Nashla Merced, Planning and Development Services; Zhaokai Liu, Planning and
Development Services and Kathrine Kyp. Planning and Development Services.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes for March 5, 2020.
Motion by Ron Paradise, seconded by Steve Roland, to accept the
Minutes for March 5, 2020. The Committee concurred.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

7. NEW BUSINESS:
A. SIte Plan Application - Thalita Terrace - 2912 Cardinal St.
Motion by Ron Paradise, seconded by Phyllis Wallace, to continue SIte
Plan Application - Thalita Terrace - 2912 Cardinal St. to the July 16, 2020
Development Review Committee meeting. The Committee concurred.
B. 9:15 am - Pre-application Meeting - Eloah Estates on Howland Blvd.
Discussion occurred between Mr. Quintero and staff regarding access management,
utilities, signaling, environmental permitting, building specification, sprinklers, impact fees,
access management and the flood zone.
E. 10:45 am - Pre-application Meeting - 1700 Doyle Road for a Rezone.
Discussion occurred between staff and Mr. Wolle regarding the proposed use, zoning
application process, parking, landscaping, paving the drive isles, coordination with Volusia
County, access management, and due public notice.
D. 10:15 am - Pre-application Meeting - 101 Howland Blvd. for a fuel lot.
Discussion occurred between staff and Ms. Limbaugh, Mr. Simms and Mr. Evertz regarding
the final site process, timeline, building review, utilities, environmental review, building type,
signage, hydrant locations, and Florida ADA regulations.
C. 9:45 am - Pre-application Meeting - 273 Enterprise Road for Distribution
Center.
The attendees for this meeting did not arrive on the Webex.

A. Plan Approval Procedures.
This item was not discussed and will appear on the next Development Review Committee
agenda.
