CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Leonardo Quiterio; Maria Clarke; Doug Atkins; Nicole Fuentes; Gregory Ship; Alan deZayas; Jannette Hevia; Dinelia Santana, Planning and Development Services; Kat Kyp, Planning and Development Services; Zhaokai Lui, Planning and Development Services; Jessica Entwistle, Planning and Development Services. APPROVAL OF MINUTES & AGENDA: A. Minutes for July 2, 2020. Motion by Ron Paradise, seconded by Steve Roland, to approved the minutes of July 2, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Site Plan Application - Thalita Terrace - 2912 Cardinal St. Mr. Paradise stated this is an item that was continued from the last DRC meeting earlier this month. He stated he was prepared to recommend the DRC issue a development order with conditions that are going to be read into the record, and they are as follows: 1. With regard to minimum required fire flow and hydrant requirements, the required fire flow shall be reduced by 75 percent when the building is protected throughout by an approved automatic sprinkler system utilizing quick response sprinklers. The resulting fire flow shall not be less than 600 gallons per minute as per the NFPA City of Deltona Page 2 Printed on 7/28/2020 Development Review Committee Minutes July 16, 2020 18:18.4.5.3.3. The aforementioned fire flow shall be noted on all plans as applicable. 2. To ensure appropriate emergency response, additional signage shall be installed at the front of each building indicating "Bldg #1" and "Bldg #2". The appropriate signage will be subject to review and approval by the City Fire Safety Manger. 3. All fire protection equipment shall be clearly indicated on the project Landscape Plan. To ensure accessibility of the fire hydrants and associated connections, landscape materials at a type and density consistent with Section 110-808 need to appropriately located. Plantings cannot obstruct or prevent immediate accessibility by the fire department. Motion by Ron Paradise, seconded by Steve Roland, to approve with conditions Site Plan Application - Thalita Terrace - 2912 Cardinal Street. The motion passed unanimously. B. Pre-application - Panda Express at Deltona Village Nicole Fuentes, CPH Project Coordinator representing Panda Express, asked about the process to develop within the Activity Center. Discussion occurred about a Business Planned Unit Development (BPUD) amendment, required meetings, needing a new ordinance, DRI documentation, Traffic Impact Assessment (TIA) requirements, and impact fees. Ms. Fuentes asked about the restrictions for a patio, a drive-thru, hours of operation, and outdoor speakers. Staff explained this would all be done during the Site Plan review process. C. Pre-application Meeting - 1666 Providence Blvd for an Ice Cream Shop. Doug Atkins, Re/Max Town & Country, explained Maria Clarke's business, Happy Howie's Homemade Ice Cream. He explained that her operation is in Orlando and she wants it in Deltona. She wants to add a walk up window into the location. Mr. Atkins asked what steps need to be made to do this because no major changes will be done to the building, and it if would be allowed. Discussion began on the building size, parking, deliveries, permits, and impact fees. E. Pre-application Meeting - Cigar Hustler - 829 Deltona Blvd. Gregory Ship, Cigar Hustler, explained to the Committee he was wanting to build a deck in a landscape island and how to get it approved. Discussion began about fire safety, location of the deck, ways to protect the customers, and congestion within the drive isle. Staff spoke about changing the location of the deck to alleviate the safety, parking, and congestion concerns. D. Pre-application Meeting - Trinity Christian Academy New Project Alan deZayas, Avon Modular, explained they wanted to replace an burned structure with a 5,500 sq. ft. modular building. Discussion began on the original use of the building, parking, site plan requirements, storm water, engineering drawings, and needing an updated survey. City of Deltona Page 3 Printed on 7/28/2020 Development Review Committee Minutes July 16, 2020 Mr. deZayas explained that building they are wanting to use is a state approved modular building, and asked if this would speed up the process. The Committee discussed the site plan requirements, building permits, and connections to utilities that would be needed. F. Plan Approval Procedures. Chairperson Wallace explained the Committee needed to be on the same page with how many hard copies of the final project would need to be turned into DRC to be signed, once approved. The committee concurred that five (5) copies would be an ample amount. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
