Minutes for July 16, 2020. Motion by Steve Roland, seconded by Jerry Mayes, to approve the Minutes of July 16, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Final Plat Application - Hampton Oaks - SD20-0003 Ms. Santana stated project Hampton Oaks, SD20-0003, is a final plat application to allow a 259 unit single family residential subdivision on 113.40 acres of land located north of the intersection of Lake Baton Drive and Meadowlark Drive. She explained this is a one phase project that has been reviewed by DRC Staff and a professional surveyor. The review determined the plat has been found technically sufficient. There is a special condition proposed as part of the development order, related to the bond obligations under Chapter 96 section 76 of the Land Development Code. Motion by Ron Paradise, to approve the Hampton Oaks final plat subject City of Deltona Page 2 Printed on 8/12/2020 Development Review Committee Minutes August 6, 2020 to two special conditions: 1. Performance bond, original signed and sealed copy, must be received and approved by City Staff before the plat is accepted by the City Commission. 2. This Development order shall be subject to acceptance of a final plat by the City Commission. And for the record, this plat will appear on the August 17, 2020 agenda for the City Commission. This Development order will be signed, and will represent that this plat is technically sufficient. City Attorney Segal-George asked Mr. Paradise if the applicant would receive the Development Order today. Mr. Paradise explained it will be signed by the Director of Planning and Development Services, notarized, and made ready for recordation. She asked if that would create the document the applicants would need to offer to the bank with regard to a bond. He explained that is an imprimatur of approval by the Development Review Committee and a recommendation that this project does meet the requirements of the Land Development Code. Motion seconded by Jerry Mayes, to approve with conditions Hampton Oaks final plat (SD20-0003). The motion carried unanimously. B. Pre-application Meeting - Conway Drive for Multifamily Units. Discussion between the Ms. Libia and Committee occurred about dead end street/driveway requirements, buffers, stormwater, and wetlands. The applicant explained to the Committee that they are proposing seven (7), three (3) bedroom townhouses. Ms. Libia explained they were going to get a survey done, and the Committee recommended to have the survey show the high water mark and the wetlands. Applicant stated they would redesign the property around the wetlands and buffers. Discussion occurred on minimum density, dumpster location, wetlands, and scrub jay habitat. Applicant said they would come to another DRC Meeting in the future with the redesign. C. Pre-application Meeting - 1672 Catalina Blvd. - Office Building. The attendees for this meeting did not arrive on Webex. D. DRC Light - 1698 Diane Terr. - Fence Approval. The attendees for this meeting did not arrive on Webex. Mr. Green explained the Dunkin Donuts they are proposing at 2766 Elkcam Blvd., will be a drive-through only. Discussion occurred regarding zoning requirements, stormwater, fire safety, and cross access easements. Ms. Bridenback asked the Committee about the steps for a nonconforming lot letter and about bond work needed for sanitary waste connection. Discussion continued on needing a fire truck turning simulation and the requirement of a fire hydrant 400 feet from the nearest point on the building. Discussion on 1850 Providence Blvd. for a proposed Dunkin Donuts that will be a drive-through only, began regarding stormwater management, variances, buffers, cross access easement, residential road access, and county road access. Discussion continued on the alley way behind the proposed location for additional access, needing to contact Volusia County for sanitary water and turn lanes. Discussion began on 825 Debary Ave. for a proposed Dunkin Donuts. Ms. Bridenback explained they are planning on changing this concept because of the wetlands and the amount of fill needed for the construction of the site. Discussion occurred on wetlands, cross access, deed restrictions, road access, walking trail access, and impact fees. Chairperson Wallace asked again if the applicants for 1676 Catalina Blvd. or 1698 Diane Terr. were on the line. No one spoke up. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
