APPROVAL OF MINUTES & AGENDA: A. Minutes for August 6, 2020 Motion by Steve Roland, seconded by Scott McGrath, to accept the Minutes of August 6, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Site Plan Application - Enrico Ridge - SP20-0007 Ms. Merced stated the Final Site Plan application for Enrico Ridge, has been reviewed by staff and recommended approval with the following conditions: 1. Threatened & Endangered Wildlife Study, dated July 16, 2020, is valid until July 2021 as it specifically relates to a 5 day scrub jay survey. 2. Gopher Tortoise Burrow Survey, dated July 13, 2020, indicates no burrows found on site. A 100% survey is required within 90 days of construction and the applicant is reminded that a 100% survey is required prior to the commencement of any construction activities. 3. The applicant has agreed to pay into the Tree Replacement Bank the amount of $24,447.52 Motion by Ron Paradise, seconded by Steve Roland, to approve Enrico Ridge (SP20-0007) Final Site Plan application with conditions. The motion carried unanimously. B. Preliminary Plat Application - Elkcam Church Site - Determination on the City of Deltona Page 2 Printed on 8/31/2020 Development Review Committee Minutes August 20, 2020 use of onsite wastewater disposal systems (septic tank) or central sanitary sewer. Ms. Santana explained to the Committee that on June 12, 2020, Mr. Dillard filed a preliminary plat application to replat the property located at 988 Elkcam Blvd. to create 11 lots, ten (10) single family residential (SFR) lots and one lot for the existing church. The project is proposed to be served by septic tanks. On June 15, 2020, an insufficiency letter was sent to the applicant requesting missing documents and the submittal of a formal letter regarding the use of septic tanks to the attention of Ms. Phyllis Wallace, DRC Chairperson. The letter was intended to seek a DRC determination regarding the use of onsite sewer disposal systems (septic tanks) or central sanitary sewer. She noted that per the City of Deltona Comprehensive Plan, Infrastructure Element Policy 12-SS1.5(3) "New residential or non-residential subdivisions involving the creation of a plat shall be served by a centralized sewer system." On June 29, 2020, the applicant submitted the response to the staffs comments and the formal request for a DRC determination related to the use of onsite sewer disposal systems or central sanitary sewer for this project, She stated this meeting is for the official vote for the DRC determination with regard to this issue or concerns. Motion by Ron Paradise, seconded by Scott McGrath, to uphold the recommendation by the City of Deltona Public Works Department to require this project be served by central sewer and not by onsite septic systems. The motion carried unanimously. Mr. Dillard asked questions concerning onsite septic tanks. He stated he has looked into the City Comprehensive Plan and is asking for other feasible options. Discussion began on BAM septic systems, and the applicant creating an agreement to tie into the sewer system with the City as soon as its available and paying impact fees for septic. Discussion occurred on different septic tanks approved by the Health Department along with regulations. The Committee stated the applicant would need to resubmit everything in writing for the City to contemplate other considerations to mitigate the environmental issues associated with onsite septic systems and to facilitate a sewer connection for the future. C. Pre-application Meeting - 2825 Bluestone Dr. - Lot Line Adjustment Mr. McGrath stated the applicant wants to buy the lot in the middle and separate it between the two adjacent properties. The survey has been ordered but it is not complete, but the reason they had to come to DRC is that the back of the lot is in a flood zone. Discussion occurred on easements, utilities, adjustments, and City drainage. Motion by John Peters, seconded by Steve Roland, to approve, subject to the survey coming in and if any adjustments with regard to utilities or easements need to be made, will be made. Discussion occurred on the action needed, and to handle it at a Staff level instead of bringing it back to DRC. Motion by John Peters, seconded by Steve Roland, to withdraw previous motion. The motion carried unanimously. D. Pre-application Meeting - 1200 Deltona Blvd. - Restaurant's and Bank Mr. Ziegenfuss spoke to the Committee about subdividing three (3) out parcels. Discussion occurred about landscape buffers, zoning codes, parking, and variances. The Committee asked if the property would be replatted, condominium, or a lease agreement. The Committee explained if subdividing the lots, there will be more challenges with the landscaping requirements because each parcel will need to meet the landscape code, and it could cause a reduction in parking. If the applicant chose a condominium arrangement, no new landscaping would be required, only improvements. Discussion occurred regarding shared use parking, Traffic Impact Analysis, turn lanes, and stormwater. Discussion occurred regarding the proposed dumpster location and having all three locations built at once to lessen the effect on traffic. Mr. Ziegenfuss and the Committee discussed which application would need to be submitted. E. Pre-application Meeting - 1362 Howland Blvd. - French Cafe The attendees for this meeting did not arrive on Webex. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
