ROLL CALL: Also present: Tatiana Almeida, Herb Green, Eric Lissy, Mariana Libia, Lester Carerro, Thiago Alves, Winston Salem, Carlos Delpupo, Renato Barits, Toborrah Cottingham, Public Works; Dinelia Santana, Planning and Development Services; Sharon Shivers, Fire Department; Nashla Merced, Planning and Development Services Present: 5 - Member Scott McGrath Member Jerry Mayes Member Ron Paradise Chair Phyllis Wallace Steve Danskine Excused: 2 - Member Leigh Grosvenor Member Steve Roland 3. APPROVAL OF MINUTES & AGENDA: A. Minutes for August 20, 2020 Motion by Jerry Mayes, seconded by Ron Paradise, to approve the Minutes of August 20, 2020 . The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. DRC Light - 1698 Diane Terrace - Fence Mr. McGrath stated Mr. Lester is requesting to enclose the front of the property on Saxon Blvd. with a commercial fence. The Board discussed the zoning of the property, business taxes, and past uses. Motion by Ron Paradise, seconded by Jerry Mayes, to approve the fence as proposed for 1698 Diane Terrace. The motion carried unanimously. B. Pre-application Meeting - Enterprise Storage - Parcel No. 813046000061 Mr. Lissy explained the industrial zoning for this land and he wants to build a storage facility City of Deltona Page 2 Printed on 9/9/2020 Development Review Committee Minutes September 3, 2020 with 500 units. He asked the Board about water retention. Discussion occurred on the number of units, environmental constraints, cross access, turn lanes, landscaping, and parking. The Board suggested the applicant look into Section 110-814 in the Land Development Code with regard to the storage facilities. Discussion occurred on the needs for a masonry screen wall and related regulations. C. Pre-application Meeting - Conway Property - New concept. Ms. Libia stated she has been working with Mr. McGrath and Ms. Merced on her pre-application. Instead of doing town homes, they will be building two (2) story apartments, eight (8) units total. Discussion occurred on native vegetation retention, wetlands, and buffers. The Board discussed different alternatives and regulations on the cul-de-sac, like T-ends or Y-ends. Ms. Libia asked for guidance on having the building together or having a 10 foot gap between the buildings. The Board explained it would have to go by the Building Code and Fire would need access for hose lines. D. Pre-application Meeting- 3174 Howland Blvd. - Gas station with carwash. Mr. Green stated he has already spoken to Volusia County about this property, and they will be requiring the applicant to do traffic improvements, such as a turn lane, access to the signal, and joint access to the church. Discussion occurred on the traffic improvements needed, need forfurther clarification from Volusia County regarding access, landscaping, and parking. E. Pre-application - Las Palmas - 2240 Florida Ave. The applicant explained the property on Florida Ave. is 1.95 acres. With the current zoning they would like to build 23 units on the property. Discussion occurred regarding buffers, setbacks, landscaping, and wetlands. The Board asked if the applicant was planning on vaulting stormwater because there was not enough pond area on their proposal. Discussion occurred regarding access easements, access road to the lift station, landscaping, and native vegetation. The Board suggested the applicant to look at section 110-808 in the code for landscaping requirements. Discussion occurred on the dumpster and utilities.
