CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Dinelia Santana, Planning and Development Services; Nashla Merced, Planning and Development Services; Tobborah Cottingham, Public Works; Kathrine Kyp, Planning and Development Services; Peter Pensa, AVID Group; Ashley Rumble, AVID Group; Cristine Rosenhaim, and Yarelis Reyes. Minutes for September 3, 2020. Motion by Ron Paradise, seconded by Jerry Mayes, to approve Minutes for September 3, 2020. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Pre-application Meeting - 2880 Elkcam Blvd. - Retail Mr. Pensa explained the plan is for a 9,100 sq. foot retail store. He explained wanting to improve the alley and widen it to allow greater access. Discussion occurred on parking regulations, buffers, a turn lane, and access management. The Committee discussed the alleyway improvements required and fire truck access. Discussion occurred on tree, environmental, and gopher tortoise surveys required for submittal. The Committee advised there were utilities available and spoke about vaulting stormwater. Pre-application Meeting - 2988 Howland Blvd. - Retail Mr. Pensa spoke about the lot and how he has been in contact with Volusia County Traffic Engineering regarding access from Howland Blvd. Discussion occurred on landscape requirements, buffers, access management, parking requirements, and a turn lane. The Committee asked the applicant to provide concepts for the driveway among the east side of the property and advised about needing scrub jay, gopher tortoise, and tree surveys for this parcel. Discussion occurred regarding stormwater requirements, fire hydrants, and fire truck access. The Committee spoke regarding concerns of traffic and deliveries for this parcel. The Committee and Mr. Rumble discussed providing contact information for the adjacent developments. C. Pre-application Meeting - 596 Courtland Blvd. - Child Care Ms. Reyes spoke about opening a child care facility at this location. Discussion occurred on needing a play area and how it will be protected from traffic. The Committee spoke regarding an abbreviated site plan submittal, and review requirements such as parking, drop off, and pick up for children, internal circulation, safety, and impact fees. D. Pre-application Meeting - Parcel No. 803605090170 - Multifamily The attendee for this meeting did not arrive on Webex. E. Pre-application Meeting - 1676 Catalina Blvd. - Office Building Ms. Rosenhaim stated she would like to build a two-story office building, and each floor would be 1,800 sq. feet. She explained she would not be using the alley for access, and it would only be two offices within the building. Discussion occurred on dumpster requirements, cross access, a turn lane, sewer, and easement requirements. The Committee advised the utilities are serviced by Volusia County.
