City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, May 20, 2021 9:00 AM 2nd Floor Conference Room ** In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Tobborah Cottingham, Public Works; Sharon Shivers, Fire Safety; Nashla Merced, Planning and Development Services; Craig Skreland, Don Bell Signs; Jeri Walker, Kid City USA Enterprises, Inc.; Joel White, Whites Sign Company; Ray Fang, Whites Sign Company; Michael Zerivitz, Alexander McCuen, Nick Pizza, and Bernie Senez. Motion by Jerry Mayes, seconded by Tobborah Cottingham, to approve the Minutes of the Development Review Committee Meeting of May 6, 2021, with the correction of item 7A title being corrected. APPROVAL OF MINUTES & AGENDA: 3A Minutes of May 6, 2021 Motion by Jerry Mayes, seconded by Tobborah Cottingham, to approve the Minutes of the Development Review Committee Meeting of May 6, 2021, with the correction of item 7A title being corrected. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Mr. Ruiz opened and closed public forum as there were none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: 7A 916 Deltona Blvd. - Pre-application Meeting - Alternative Sign Approval Dr. Zerivitz explained the original sign was removed due to damage by an automobile. The applicant is asking for the sign to be placed in the same spot since it has been there for over 40 years. He is seeking the Alternative Sign Approval for the placement and stated it will not interfere with any drivers view or the visibility triangle. The Committee explained staff from Planning and Development Services walked the site, and stated the site is on a curve and contains a dip for stormwater retention. Staff wants to ensure there is adequate sight visibility and avoid the sign from being placed in the stormwater retention area. The Committee recommended the applicant put in a stop bar and stop sign at the exit. The Committee explained the applicant would need a sight visibility triangle exhibit that shows the stop bar and sign for the City Commission Meeting. The applicant stated he would submit a Site Plan showing the requirements and setbacks. The Committee reminded the applicant of the landscape requirements needed to be stated on the Site Plan. Motion by John Boden, seconded by Jerry Mayes, to recommend the City Commission approve that Alternate Sign at 916 Deltona Blvd. The motion carried unanimously. 7B 2779 Fayson Cir. - Pre-application Meeting - Community Residential Home (CRH) The applicant did not attend the meeting. Mr. Ruiz stated, for the record, this property is within 1,000 feet of another Community Residential Home (CRH) based on the City's latest records and map. Ms. Walker explained the daycare would be located in Suite B, and Suite A would be used as a physical therapy center. She asked the Committee for requirements for a playground and recommendations for the location. The Committee explained a daycare would be a conditional use due to the property being zoned Professional Business. Discussion occurred regarding stormwater retention, access, child safety, utilities, life safety requirements, and buffers. Staff explained that the proposal would eliminate access to the property presenting a life safety issue. The Committee explained parking and buffer requirements to the applicant. 7D 3095 Howland Blvd. - Pre-application Meeting - RV sales, repair, and storage Applicant did not attend the meeting. 7E 3455 Tabb Dr. - Pre-application Meeting - Subdivision Mr. Senez requested guidance regarding the 12 acre parcel and concept plan. He stated they would like to pursue the Residential Planned Unit Development (RPUD) process. Discussion occurred regarding options for platting the property. The Committee explained to go the RPUD route a Development Agreement would need to be submitted to regulate setbacks, landscape, lot sizes, and other components. The Committee stated the parcel is located in the 100 year floodplain. Discussion occurred regarding stormwater retention and utilities. Mr. Senez stated the property may not be feasible for residential lots but would look to incorporate Commercial here. Ms. Cottingham stated the closest force main is across the street on Howland Blvd. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: None. Tax Parcel No.: 8130-22-21-0150 Property Location: 916 Deltona Blvd. Background: The existing pole sign for Deltona Point suffered vehicular damage, causing the property owner to remove the sign on April 23, 2021. The applicant submitted a sign permit, SIGN21-0006, for a new monument sign which was approved. However, upon approval, staff and the City of Deltona Page 2 Printed on 5/27/2021 Development Review Committee Agenda May 20, 2021 applicant revisited the proposed location of the sign due to sight visibility triangle conflicts which may cause traffic safety issues. Due to the site constraints, the only areas the applicant can place a sign for visibility along Deltona Boulevard, to comply with the required setbacks, is within an existing stormwater retention pond where the original pole sign was located. Staff met with the applicant, Craig Skreland, of Don Bell Signs on May 3rd to assess the original sign location and sight visibility conflicts of a new monument sign. Due to the site constraints limiting sign locations to meet the literal interpretation of the code, staff recommended the applicant propose a stop bar and stop sign at the driveway to direct exiting vehicles to stop for oncoming Deltona Boulevard traffic as part of the sign permit for DRC consideration through Alternative Sign Process provided for within Land Development Code Section - 102-11. - Alternative sign approval process. This will also allow time for oncoming traffic to see the stopped vehicles prior to reaching the access apron. The Alternative Sign Approval Process requires a DRC meeting, and one City Commission public hearing. The Developer is proposing to subdivide both properties to create three (3) additional single-family lots. The property is zone R-1 with a single-family home situated within Parcel 2 towards the middle, with wetlands by the lake. Tax Parcel No.: Parcel 1 (PID: 9101-01-00-0010) & Parcel 2 (PID: 9101-01-00-0020) Property Location: Generally located at the southwest intersection of Tabb Drive and Howland Boulevard, North of Festival Park. Background: Prior to 2005, the developed residential lot (parcel 2) was approximately 5-acres, surrounded on three sides by the vacant residential lot (parcel 1) a + 6.5-acre parcel, that is partially submerged in Lake Butler. In 2005, on behalf of Mr. McCuen, the property owner, Mr. Thomas Recicar, the applicant, applied for a Final Plat application to reconfigure the two existing platted lots. The applicant proposed to re-plat the two (2) properties, parcel one (1) would be a 2.5-acre vacant residential lot located at the intersection of Howland Boulevard and Tabb Drive, and parcel two (2) with the existing single-family dwelling would be approximately 9 acres.
