Thursday, May 6, 2021 9:00 AM 2nd Floor Conference Room
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
2. ROLL CALL:

Cadjazz Engineering; Mark Watts, Cobb Cole; Michael Wojtuniak, EPI Enginerring; Keith

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of April 15, 2021
Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the
Minutes of the Development Review Committee Meeting of April 15,
2021, as presented. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

Chair Phyllis Wallace opened and closed public forum as there were no public comments.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. 2820 Doyle Rd. Suite 8 - Pre-application Meeting - New Horizons Youth
Academy Daycare
Ms. Killingsworth explained New Horizons Youth Academy is used for before and after care
for three, four, and five year olds, but would like to change the age groups and hours. She
explained she would like it to function like a Pre-K with the hours of 6 a.m. through 6:30 p.m.
The applicant and Committee discussed capacity, zoning, and permitting process.
Ms. Shivers explained the applicant would need to go through the permitting process with
the Building and Fire Department. She stated there would also need to change the BTR
due to the occupancy change.
Discussion occurred on required documents.
B. 810706000050 Deltona Village BPUD - Pre-application Meeting - Coffee
Shop
Mr. Green explained the proposed location for a coffee shop is in the Deltona Village
Business Planned Unit Development (BPUD). He stated all access, buffers, and parking in
the concept plan are in accordance with the BPUD requirements.
Discussion between Mr. Green and the Committee occurred regarding rear entrance
regulations, stormwater, and utilities. The Committee spoke regarding fire hydrants, a truck
turning simulation, driveway throat distances, and requiring a environmental report.
C. 8102-00-00-0025 - Pre-application Meeting
Chair Wallace asked if the applicant for Sommerset Ave. was on the line, but the applicant
was not on the line.
D. 2820 Doyle Rd. Suite 8 - Pre-application Meeting - New Horizons Youth
Academy Daycare
Mr. Weaver asked the Committee what was needed to build on Maximus Court.
The Committee explained from a utility standpoint, the water and sewer were installed
although City does not have any information regarding as-builts or clearances from the
Department of Public Health. They spoke regarding the entire utility system needing as-built
plans and a requirement of the lines be pressure tested and cleaned.

The Committee explained the stormwater pond is private and dedicated to the HOA. They
stated Public Works will require verification by an engineer of record stating the pond will
function as permitted.
Discussion occurred regarding the closest fire hydrant and the Committee requested it to
be shown in the application submittal.
The Committee suggested the applicant work closely with Deltona Water to get all the utility
concerns addressed and work with Fire Services to ensure adequate fire protection with
the fire hydrants out there to have another installed.
E. Enterprise Osteen East Plan - Pre-application Meeting
Mr. Paradise asked Mr. Watts to explain the Preliminary Plans regarding the mix of
Commercial, Multifamily, and Residential uses.
Mr. Watts explained the Joint Planning Agreement (JPA) area requires mixed uses, and the
proposal is reflective of the required minimum density and commercial intensity for the
overall plan.
Discussion between Mr. Watts and the Committee occurred regarding the Moratorium,
rezoning applications, and requirements for Planned Unit Developments.
The Committee recommended the applicant to build contemporaneously, stating phasing
would ultimately undermine the purpose and intent of the Osteen JPA mixed-use
requirements and would have issues being approved. They explained the submittal would
need to be consistent with the Comprehensive Plan to be found sufficient.
Discussion occurred regarding the requirement of a new environmental study and updated
Traffic Impact Analysis (TIA) to reflect the updated uses of the proposed development.
Discussion continued regarding submitting a FEMA application and the various uses on the
Preliminary Plans.
The Committee explained once the TIA is submitted, there would be a discussion on
proportionate fair share and how to move forward with access to the State, County, and City
roadway network. They explained off site improvements are going to be required.
The Committee recommended the applicant updating multiple documents before
submitting and doing research regarding the floodplains in the area. The Committee spoke
regarding fire safety requirements and stated they would send the applicant specific
information for accessibility.
The Committee explained they would want to see design criteria within the Development
Agreement regarding pedestrian interconnectivity between projects, amenities, and pocket
parks. The Committee suggested the applicant look into incorporating affordable housing

into the project.
8. STAFF COMMENTS:
Motion by Ron Paradise, seconded by Steve Danskine, to appoint
Building Official, John Boden to the Development Review Committee.
The motion carried unanimously.

10. ADJOURNMENT:
