City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, February 3, 2022 9:00 AM 2nd Floor Conference Room A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Dinelia Santana, Nashla Merced, and Renee Cairney, Planning and Development Services; Toborrah Cottingham and William Lopez-Colon, Public Works; Teresa Curry and Aman Mathur, Axis Infrastructure; and Jose Rodriguez, Stephens Barrios Engineering. Present: 6 - Member Steve Danskine Member Leigh Grosvenor Member Carl Lynch Member Jerry Mayes Member Ron Paradise Member Joseph L. Ruiz Excused: 1 - Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of January 20, 2022 Motion by Steve Danskine, seconded by Joseph L. Ruiz, to approve the Development Review Committee Meeting minutes of January 20, 2022, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Mr. Paradise opened and closed public forum as there were no public comments. 6. OLD BUSINESS: A. 2902 Cardinal St. Apartments - SP21-0010 - DRC Approval for Final Site Plan Application Ms. Merced explained the Final Site Plan Application for Cardinal Village is proposing to develop 60 multi-family units on +/- 3.30 acres and zoned RM-2, Multiple Family Residential Dwelling District. Cardinal Village was conditionally approved on January 27, 2022, but the applicant was required to resubmit revised sheets LS1.0 and LS1.1 displaying the relocation of the Winged Elk Canopy Trees from the islands to the pond area to accommodate the accessibility and visibility of the fire protection equipment and clearance for Fire Department access. Motion by Joseph L. Ruiz, seconded by Leigh Grosvenor, for the DRC to approve with the condition the applicant switch out LS1.0 and LS1.1, pending Ms. Grosvenors review and confirmation of the relocation of the trees. The motion carried unanimously. 7. NEW BUSINESS: A. Pre-application Meeting - 131 Howland Blvd. - McDonald’s Ms. Curry explained Mcdonald's is requesting to add a Right Only (RO) exit from the restaurant site to provide relief to the current traffic circulation situation. Discussion occurred regarding adding the egress. Mr. Paradise asked if there have been other alternatives or solutions looked at internally to help the circulation. Ms. Curry explained they are not allowed to have access to Howland Blvd. and believes this is the only way to help. The Committee explained they are not comfortable with having the driveway cut for this due to residents having to cut through two (2) lanes of traffic to head back into Deltona. The Committee suggested building a monocle curb to bring drivers further down to ensure fire safety can get around this area and the bypass lane is not blocked. Ms. Merced discussed the current circulation issues and explained the monocle curb City of Deltona Page 2 Printed on 2/11/2022 Development Review Committee Minutes February 3, 2022 benefits. Discussion occurred regarding moving the curb line closer to the landscape buffer. Mr. Mathur asked questions regarding the landscape buffer requirements and if the City was denying the request only based on safety concerns. Mr. Paradise explained it is based on the safety concerns and the limited sight triangle of the exit. Discussion occurred regarding the current speed limit on the site and looking into internal solutions for the circulation issue. Mr. Paradise stated moving the western curb out is the consensus of the Committee. Ms. Curry noted they would look into moving the curb out and coming back to the DRC. Mr. Ruiz advised the applicant to be careful of the parking space closest to the curb because they are only parked to the requirement. Discussion occurred regarding the parking requirements being revisited because the market has changed, due to Covid-19 more people are using drive-throughs and not dining in. Ms. Curry stated their drive-through percentage is about 70% of their business and using only 30 spots is sufficient. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: None. 10. Reference: Changing the Exit Lane(s) Tax Parcel No.: 9206-04-00-0020 Property Location: 131 Howland Blvd. Outparcel of Walmart Supercenter Background: Mr. Mathur represents McDonald’s store located 131 Howland Blvd in Deltona. The restaurant is located on an outparcel of the Walmart complex. Our client is looking to add a Right Only (RO) exit to this restaurant site to provide some relief to the current traffic circulation situation. He is asking for the Committee to explain the steps needed to get this exit approved. Please see the attached PDF that contains the general vicinity of the RO exit.
