Tuesday, July 5, 2022 9:00 AM 2nd Floor Conference Room
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 09:00 am.
2. ROLL CALL:
Also present: Toborrah Cottingham and Willam Lopez-Colon, Public Works; Nashla
Merced, Renee Cairney, and Vanessa Suazo, Planning a nd Development Services; Kat
Kyp, Building Services; Angelia Briggs and Don Hoppa, Housing and Community
Development; Chelsea Worthington, Matthew Gillespie, Carlos Perero, and Jason Lewis,
Kimley-Horn; Cynthia Lantz and Jeri Walker, Kid City USA; Joe Napaliano, Mary Sallade,
and Sheri Sallade.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of June 16, 2022
Motion by Ron Paradise, seconded by Jerry Mayes, to approve the
Minutes of June 16, 2022. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum as there were none.
6. OLD BUSINESS:
A. I4 Logistics Park - SD21-0014 - DRC Approval for Preliminary Plat
Application
Mr. Paradise explained the I-4 Logistic Preliminary Plat will create one (1) lot, three (3)
tracts, and six (6) tree preservation areas. He stated the Preliminary Plat Application was
conditionally approved on March 25, 2022.
Motion by Jerry Mayes, seconded by Steve Danskine, to approve
Preliminary Plat Application for I-4 Logistics Park as presented and
Reviewed. The motion carried by the following vote:
For: 5 - Chair Wallace, Member Danskine, Member Lynch, Member
Mayes and Member Paradise
Against: 1 - Member Ruiz
7. NEW BUSINESS:
A. I4 Logistics Park - SD22-0005 - DRC Approval for Final Plat Application
Mr. Paradise explained the I-4 Logistic Preliminary Plat will create one (1) lot, three (3)
tracts, and six (6) tree preservation areas. Mr. Paradise stated the I-4 Logistics Final Plat
needs construction estimates and a bond before the City Commission Meeting.
Discussion occurred regarding the bond.
Motion by Jerry Mayes, seconded by Steve Danskine, to approve
SD22-0005, I-4 Logistics Final Plat Application as presented and
reviewed. The motion carried by the following vote:
For: 5 - Chair Wallace, Member Danskine, Member Lynch, Member
Mayes and Member Paradise
Against: 1 - Member Ruiz
B. 2880 Elkcam Blvd. - Pre-application Meeting - Combination of Lots and Site
Plan
Mr. Napaliano explained the setbacks for these three properties have caused issues due to
the property's sizes.

The Committee explained they've seen these properties a few times at DRC, and based on
the Land Development Code requirement it leaves little space to build. The buffer on
Elkcam Blvd. would be 25 feet, which may mean having a 10,000 sq foot building may be
too intense use for this site.
Discussion occurred regarding reducing the size of the building, turn lane, variances, and
the alleyway.
C. 2160 Wiggley Farms Rd. - Pre-application Meeting - Subdivision Exemption
Ms. Sallade explained her lot is 9.53 acres, and she wants to subdivide 4.53 acres off.
The Committee explained the property would need to be rezoned to RE-1, Residential
Estate 1, to subdivide it. They explained since there are floodplains and wetlands, once it is
rezoned, the property would need to come back to the DRC for approval to subdivide.
Discussion occurred regarding the easements and roadways.
Ms. Sallade stated she is in the process of getting a new survey done to show access.
Discussion occurred regarding the Moratorium and the Rezoning application process.
Mr. Danskine spoke regarding the flood zone and advised the applicant the finished floor
elevation needs to be over 28 feet.
D. Halifax Crossings BPUD - Pre-application Meeting - Multifamily Units
Mr. Gillespie explained they would like to build 300 multifamily units here and would like to
get information regarding the Site Plan Application for this.
The Committee stated this area has a maximum of 20 units per acre, and the City would be
looking at building placement and spacing, stormwater management, parking, and
landscaping.
Discussion occurred regarding lot three (3) needing the mitigation payment to be settled
during the rezone.
The Committee explained a District letter needed to be turned in because the stormwater
pond needs to be expanded to provide for the multifamily units.
Discussion occurred regarding the community needing to have a robust internal connection
with sidewalks and crosswalks, explaining it might look like a campus.
The Committee explained the County would be very active in the traffic aspect of the
Rezone. They advised the property is serviced by Volusia County Utilities.

E. 1382 Howland Blvd. - Pre-application Meeting - Site Plan
Ms. Walker spoke regarding a suite available next to the Save-a-lot at the plaza and would
like to expand the daycare to this suite. She stated DCF has been to the site to look at it,
and they were in favor of this. She explained the suite would be for 3-4-year-olds and
afterschool care.
Discussion occurred regarding children walking in an active parking lot to the playground.
Ms. Walker explained Palm Coast Kid City USA has children cross a parking lot to use a
playground and stated they would like to utilize the same techniques. She explained there
would be staff to ensure the safety of all children and cones set up.
Discussion occurred regarding the current users of the Plaza.
The Committee stated they would follow up with Ms. Walker regarding this property after
visiting the site, doing research on the history of the property, and speaking with the Fire
Marshall.
