City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, July 21, 2022 9:00 AM 2nd Floor Conference Room A. In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) the Development Review Committee meeting will be held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Toborrah Cottingham and Willam Lopez-Colon, Public Works; Nashla Merced, Renee Cairney, and Vanessa Suazo, Planning and Development Services; Kat Kyp and Bret Messer, Building Services; Marsha Segal-George, City Attorney; Herb Green, Cadjazz Engineering; Kaitlyn Bator and Justin Stickland, Kimley-Horn; David Rivera, Urban Strategies; Christine Davis, and Robert Davis. Present: 4 - Chair Phyllis Wallace Member Leigh Grosvenor Member Carl Lynch Member Joseph L. Ruiz Excused: 3 - Member Steve Danskine Member Jerry Mayes Member Ron Paradise 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of July 5, 2022 Motion by Joseph L. Ruiz, seconded by Carl Lynch, to approve the Minutes of JUly 5 2022, as presented. The motion carried unanimously. 4. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Chair Wallace opened and closed public forum as there were none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. I-4 Logistics Park - SP21-0019 - DRC Approval for Final Site Plan Application Mr. Ruiz stated the applicant submitted the Final Site Plan application, SP21-0019, proposing to develop a 984,960 square-foot high cube warehouse on the approximately 52.12 acre Lot 1 of the I-4 Logistics Park Plat. He explained the property is located within the Portland Industrial Park Industrial Planned Unit Development (IPUD). Mr. Ruiz stated staff recommends the DRC approve the Final SIte Plan application SP21-0019, as per the conditions outlined within the proposed Development Order and other related documents and/or approvals for the project. Ms. Grosvenor asked if the Planning Department had received the landscape plans, and Planning confirmed. Motion by Carl Lynch, seconded by Leigh Grosvenor, to approve the Final Site Plan Application, SP21-0019, for I-4 Logistics Park with the conditions outline in the Development Order . The motion failed by the following vote: For: 3 - Chair Wallace, Member Grosvenor and Member Lynch Against: 1 - Member Ruiz B. Starbucks - SP21-0011 - DRC Approval for Final Site Plan Application Ms. Merced explain the Final Site Plan Application, SP21-0011, is proposing a 2,500 square foot Starbucks within the Deltona Village Business Planned Unit Development (BPUD). She stated the application was first submitted on August 23, 2021, but was put on hold due to a Rezoning application for the BPUD. The review of this project began again on January 14, 2022. She explained a final DRC review was completed on July 12, 2022, and staff has determined all substantive issues have been satisfactorily addressed for the final site plan to be placed on the DRC meeting dated July 21, 2022 . Ms. Merced stated staff recommends the DRC approve the Final SIte Plan application SP21-0011, with the following conditions: City of Deltona Page 2 Printed on 7/28/2022 Development Review Committee Minutes July 21, 2022 1. To facilitate safe pedestrian interconnectivity, crosswalk striping shall be provided from the proposed Starbucks to the existing Burger King building/pedestrian network. 2. Prior to issuance of the Development Order (D.O.), the applicant shall provide five (5) copies of the final EOR-stamped site plan package. Also, please submit digital files via the online Self-Service Portal or provide a USB drive with PDF copies of each item submitted. 3. The proposed development shall be constructed in conformance with the approved Final Site Plan Construction Drawings, Development Order, and other related documents for this project. Motion by Joseph L. Ruiz, seconded by Carl Lynch, to approve the Final Site Plan application, SP21-0011, for Starbucks with the conditions stated and Ms. Grosvenor has to do the final review. The motion carried unanimously. C. Pre-application Meeting - 2960 Parma Drive - Rezoning C-1 to Residential Ms. Davis explained she wants to purchase the property at 2960 Parma Drive for residential purposes and wants to know the steps to take for this to happen. The Committee explained the property was once zoned residential but is now a Commercial node. Discussion occurred regarding the property needing a Future Land Use (FLU) Amendment and Rezone for this to happen, and explained two (2) other individuals have come in regarding this property. The Committee explained rezoning this property would cause spot zoning and may be hard for staff to support. City Attorney Segal-George explained the rezone and FLU Amendment would be hard to do, but the rezoning moratorium may not be the largest hurdle. Ms. Davis stated she would like to move to Deltona from New York, but this parcel may not make sense. D. Pre-application Meeting - 2886 Elkcam Blvd. - Site Plan Application Mr. Rivera explained the church at 2886 Elkcam Blvd. is looking to open a shelter for children 12-17 and would like to know how this could be done in Deltona. He stated he's done this in Tampa before. Discussion occurred regarding sprinklers being required due to wanting 24 children in this City of Deltona Page 3 Printed on 7/28/2022 Development Review Committee Minutes July 21, 2022 space and the Conditional Use process for group homes. The Committee discussed options for this to go through because the Land Development Code would only allow six (6) children for a group home. City Attorney Segal-George gave some background on group homes in Deltona. She explained there would be conditions for this to be approved. Mr. Rivera stated the shelter would not be a group home because it is done through the Office of Refugee Resettlement and is for refugees. Discussion occurred regarding setting up a meeting or conference call with Mr. Rivera and staff to discuss this further because staff needs more information, and would like to know the federal provisions. The Committee explained this would be a good location due to it being connected to sewer and being well parked. Discussion occurred regarding Federal rules that the shelter may operate under and having an MOU with the Fire and Police Departments. 8. STAFF COMMENTS: None. 9.
