Thursday, August 4, 2022 9:00 AM 2nd Floor Conference Room
A. The Development Review Committee meeting is held in the virtual
environment via Webex and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:
Also present: Toborrah Cottingham and Willam Lopez-Colon, Public Works; Dinelia
Santana, Nashla Merced, Renee Cairney, and Vanessa Suazo, Planning and Development
Services; Sharon Shivers, Fire Department; Kat Kyp, Building Services; Sue Lorentz,
Brooks Stickler, Kimley- Horn; Keith Trace, PIB Land; Pete Spittler, JBEC Development;
Joey Posey, Storch Law Firm; Ray Fang, and Danette Siravo.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of July 21, 2022
Motion by Jerry Mayes, seconded by Leigh Grosvenor, to approve the
Minutes of July 21, 2022, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.

Mr. Paradise opened and closed public forum as there were none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Halifax Crossings - Pre-application Meeting - Site Plan
Mr. Paradise explained this pre-application is for the Final Site Plan for the rezone
application Planning currently has for Halifax Crossings.
Discussion occurred regarding traffic.
Mr. Paradise stated he spoke with Keith Trace regarding items missing or needing to be
updated in the Development Agreement (DA), explaining it needs to tell the intent of all five
(5) development nodes. He stated they would have the following nodes: Commercial,
Multi-family, age-restricted Multi-family, age-restricted Cluster Homes, and Health Care
buildings.
He explained the DA needs to annotate each node and include the square feet of each and
when they would be built. He stated there would need to be a high level of connectivity,
similar to a campus layout.
Discussion occurred regarding the expectations of the Wellness Center and architectural
standards.
Mr. Spittler stated he would send over the designs they are currently looking at, and he
would like to have a campus look for the project. He explained the Wellness Center is
meant to be the main focal point because it's for the whole community.
Mr. Paradise stated there is an aggressive pace for the approval process on this project
and would need the DA in writing by the beginning of next week because there is zero room
for contingency. He stated he would have a list sent out to Kimley-Horn with everything that
needs to be done.
Mr. Trace stated the DA rewrite would start immediately.
Discussion occurred regarding setting up regular meetings for this project to ensure the
timeline does not falter, and traffic.
The Committee explained they would like to see a robust medical area and stated the
activity center is about employment, so they would need to ensure there would be jobs in
this area.
Discussion occurred regarding needing a Hotel in this area and needing appropriate

management for environmental concerns.
B. 689 Deltona Blvd. - Pre-application Meeting - Site Plan
Mr. Posey explained they are trying to retrofit this building into a small school. He stated
they have taken notes from the last meeting and hired an engineer. They have ensured
there is room for better traffic flow.
The Committee explained the applicant would need a Conditional Use and would need to
look into the Landscape and Dumpster requirements in the Land Development Code in
Section 110.808.
Ms. Siravo stated she would like to have 10 staff members and 50 students. The school
would be for special needs, meaning it would be low intensity, and they would only have
Kindergarten to 5th grade.
Mr. Posey explained the whole building would be used for the school, and the building has
sprinklers.
The Committee stated a right out only may work best with directional arrows and stated they
would provide the truck turning simulation numbers.
Mr. Posey stated he would take the comments from the meeting and submit a sketch plan
with the Conditional Use application.
