A. The Development Review Committee meeting is held in the virtual
environment via Webex and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

MetroNet; William Alexander, and Jeremy Camp.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of August 4, 2022
Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the
Minute of August 4, 2022, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.

7. NEW BUSINESS:
B. Metronet Fiber Optic - Pre-application Meeting - Site Plan
Mr. Ray explained the building would be a 75'x35' unmanned communication compound.
Discussion occurred regarding franchise agreements needing to be made with the City of
Deltona.
The Committee explained that the City's Legal Department indicated there needed to be
authorization to do this within the City to determine taxes, so Metronet's Legal council would
need to contact the City's Legal Department. They stated discussing the building would be
premature until there was an agreement with Metronet and the City of Deltona. Staff
directed the applicant to call Mr. Paradise to schedule a meeting with the City Attorney.
The Committee let the applicant know this property is in a Scrub Jay habitat and an
environmental report would be required. They suggested the applicant do a tree survey and
look at the landscape requirements. The Committee stated the applicant may need to add
a hydrant and explained the driveway would need to accommodate a 29-ton fire truck with
the driveway apron being poured concrete. They suggested the applicant move the
generator to the east toward the commercial side of the property, away from the residential.
A. Lakeside Landings Subdivision - Pre-application Meeting - Final Plat
Mr. Ruiz explained this is a submittal for a Final Plat. The RPUD was approved this year.
He told the applicant since they were going straight to the Final Plat application they would
need to submit the construction documents with the HOA documents, Title Opinion, and
cost estimates.
Discussion occurred regarding the pioneer agreement and going to the City Commission
to obtain authorization for approval. The Committee suggested the applicant be in contact
with Ms. Phyllis Wallace to amend the Pioneer Agreement.
The Committee explained a new environmental survey is required.
Discussion occurred regarding offsite infrastructure updates regarding roads, utilities, and
sidewalks.
The applicant stated the park has not been designed yet. The Committee explained there
would need to be a high level of landscaping in place.

The Committee explained the City required a 115% performance bond on all infrastructure,
that must be turned in with the first submittal.
Discussion occurred regarding model homes. Mr. Ruiz explained that the Planning and
Development Department is ensuring all applications are being turned in complete and with
all documents or they will be remanded back to the applicant and to ensure they have
everything ready once they submit. Mr. Paradise reminded the applicant that the
Proportionate Fair Share Agreement does need to be agreed on, but the TIA is still
relevant.
