A. The Development Review Committee meeting is held in the virtual
environment via Webex and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:
Also present: Interim City Manager (ICM) James Chisholm, Dinelia Santana, Nashla
Merced, and Vanessa Suazo, Planning and Development Services; Sharon Shivers, Fire
Safety; Renee Cairney, Code Enforcement; Shaun Helmer, SLH Construction; David
Holden, Quigg Engineering; John Brunoehler; Matila Morabito; and Jim McCully.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of October 13, 2022
Motion by Ron Paradise, seconded by Joseph Ruiz, to approve the
Minutes of October 13, 2022, as presented. The motion carried
unanimously.
B. Minutes of October 20, 2022
Motion by Ron Paradise, seconded by Joseph Ruiz, to approve the
Minutes of October 13, 2022, as presented. The motion carried
unanimously.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum as the public only wanted to speak on items
on the agenda.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Florida Health Care - SP22-0005 - DRC Approval for Final Site Plan Approval
Ms. Entwistle explained Site Plan application SP22-0005, Florida Health Care Deltona,
submitted on July 28, 2022, proposing an existing 13,452 square foot building to be used
as a medical office, pharmacy, and retail use to be located at 1925 Providence Boulevard.
The application was deemed sufficient on August 9, 2022.
After two (2) rounds of DRC comments, the final revision was submitted and reviewed on
October 20, 2022, and staff determined all applicable issues were addressed. Therefore,
staff recommends the Development Review Committee approve the Final SIte Plan
application SP22-0005, Florida Health Care to be located at 1925 Providence Boulevard.
Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve
Final Site Plan application SP22-0005, Florida Health Care Deltona, as
presented. The motion carried unanimously.
B. 935 Howland Blvd - Pre-application Meeting - Rezone RPUD
Mr. Paradise explained the rezone is called the Pine Ridge Residential Planned Unit
Development (RPUD), and the applicant would like to rezone the RE-1 land to a RPUD. The
layout is similar to the proposal presented to the City Commission in 2020 that was denied.
Mr. Holder explained the difference between the 2020 submittal and the new one is the lots
went from 58 to 45 and the buffering.
The Committee reminded the applicant that the City is currently under a Moratorium, and
they would not be able to move forward until March of 2023. They suggested the applicant
do some public scoping with the neighbors.
Mr. Holder requested the names and phone numbers of the public at the meeting.
The Committee advised the applicant they will be looking for overflow parking with their
submittal and suggested the applicant look into the entrance at Howland Boulevard since it

is more congested now than it was before. They asked the applicant to look into the north
side of the property since the Volusia County Property Appraisers state it is part of the
Church's parcel.
Chair Wallace stated the applicant would need to do a new Environmental Report and Tree
Survey when they submit.
The Committee also suggested the applicant speak with the Church regarding the
emergency access.
The applicant thanked the staff for their time and stated they would set up a meeting with the
neighborhood soon.
