Thursday, November 17, 2022 9:00 AM 2nd Floor Conference Room
A. The Development Review Committee meeting is held in the virtual
environment via Webex and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:
Also present: Interim City Manager (ICM) James V. Chisholm; Dinelia Santana, Nashla
Merced, and Vanessa Suazo, Planning and Development Services; Sharon Shivers, Fire
Safety; Angelia Briggs, Community Development; Mel Himes, Mel Himes Insurance; and
John Houde, Central Florida Builders LLC.
3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of November 3, 2022
Motion by Joseph L. Ruiz, seconded by Jerry Mayes, to approve the
Minutes of November 3, 2022, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Mr. Paradise opened and closed public forum as there were none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. 2952 Cardinal Street - Pre-application Meeting - Site Plan

Mr. Houde explained he would like to build a 12-unit building that is three (3) stories. He
stated the building would be around 14,000 square feet.
Mr. Ruiz explained the zoning is there, and the elevations seem like a nice product. He
suggested the applicant look at the Landscape Requirements in Section 110-808 of the
Land Development Code and advised the required buffers would be 25 feet since there is
double frontage. Mr. Ruiz stated that based on the conceptual plans, 26 parking spaces
would be required, with two (2) being handicapped.
Mr. Paradise stated the parcel is irregularly shaped and this may help or hinder this type of
use. He also advised the applicant would need a tree, scrub jay, and gopher tortoise survey
for the submittal of a Site Plan.
Ms. Cottingham stated water and sewer were readily available.
Ms. Grosvenor explained a fire hydrant flow test may be required, depending on when the
applicant submits.
Discussion occurred regarding buffers, parking, and stormwater.
ICM Chisholm arrived at 9:20 am.
Mr. Ruiz advised the applicant, based on the size of the parcel he could go down to nine (9)
units.
Discussion occurred regarding water meters.
B. 892 Deltona Blvd. - Pre-application Meeting - Site Plan
Mr. Himes stated he would like to build a 400 square foot garage in the back parking lot for
storage, which would be a metal structure that is 20 x 20 and would meet all building
requirements. He explained the building would be color matched to his current building.
Mr. Ruiz explained the applicant may need to landscape the garage depending on the final
architectural plans. Mr. Himes explained he has no problem landscaping it.
The Committee stated they would want to do this as a Site Plan Lite and would need a
Conceptual Plan to move forward with the permitting process.
Mr. Paradise advised the applicant he would need a dumpster enclosure based on the
Land Development Code. Mr. Himes stated that would not be a problem.
