City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, January 5, 2023 9:00 AM 2nd Floor Conference Room A. The Development Review Committee meeting is held in the virtual environment via Webex and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Dinelia Santana, Nashla Merced, and Vanessa Suazo, Planning and Development Services; Renee Cairney, Code Compliance Division; Sharon Shivers and Samuel Schaller, Fire Safety; Mayor Avila; Commissioner Burbank; Kat Kyp, Building Services; Travis Robinson, RCG Ventures, LLC.; Tivia Bryan and Marivette Rodriguez, Allen and Company; Keith Trace, PIB Land; Daniel Ginburg and Matt Parker, Stein Invest; Michael Bivens and Troy Myers PedCor; Jeff Miller, Miller Corporation; and Del Arney. Present: 6 - Chair Phyllis Wallace Member Leigh Grosvenor Member Carl Lynch Member Jerry Mayes Member Ron Paradise Member Joseph L. Ruiz 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 15, 2022 Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the Minutes of December 15, 2022, as presented. The motion carried unanimously. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. NEW BUSINESS: A. Self-Storage Development - Pre-application Meeting- Final Site Plan Mr. Miller explained the previous site presented was challenged. They are now proposing a Class A storage facility on a 5.4-acre parcel. He stated their storage facilities typically have 12 customers a day. Mr. Miller stated an evaluation was done, which stated Deltona is undeserved by storage facilities by 50%. Staff explained the property would need to go through a rezone, and details like parking and landscape buffers would be required. They stated the property is in the 100-year floodplain and is in Floodzone A. Staff explained Red Fox Run is a private easement and would need to be brought up to code to be used, and suggested having their legal team look into this. Discussion occurred regarding Red Fox Run easement and the easement being on private property. Staff stated the property is served by Volusia County Utilities. They suggested the applicant reach out to Volusia County regarding access of Howland Boulevard and explained the County may require a turn lane. Discussion occurred regarding the property needing an environmental study done. B. Halifax Crossings Replat - Pre-application Meeting- Final Plat Mr. Trace spoke regarding the Halifax Crossing Mixed Planned Unit Development (MPUD ) rezone. Discussion occurred regarding which lots would be included in the replat. Staff stated McDonalds would need to submit a notarization of owner and they would need to look at the legal description to see which parcels were included under the rezone. Mr. Trace stated they may cut out the Davis Park parcel, but ultimately the lots need to be cleaned up. He explained lots one (1) through three (3) need to be combined for the proposed multifamily development and lot lines need to be moved for a hotel and others. Staff suggested the applicant schedule a meeting with staff to go over everything once a plan has been made with his surveying team. Discussion occurred regarding replatting the whole PUD and scheduling a meeting. 4. Presentation from Del Arney proposing a Downtown Deltona Mr. Arney spoke regarding his background and why he believes Deltona needs a downtown area. He presented his PowerPoint on different area's within Volusia County near Deltona, stating Deltona needs its own attractions. Mr. Arney explained if Deltona has a Pavilion and Bandstand that could bring the community together by allowing many different uses. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: None. 10.
