A. The DRC meeting is held both in person and in a virtual environment via
Microsoft Teams and can be accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:04 a.m.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of November 2, 2023
Motion by Jessica Entwistle, seconded by Leigh Grosvenor, to approve
the Minutes of November 2, 2023, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Committee/Board
members, City staff or members of the public are not allowed and will be ruled
out of order by the Chair.
Chair Wallace opened and closed the public forum as there was none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Informational - 1649 Courtland Blvd. - Home-Based Business
Member Entwistle spoke about parking considerations when having people come to a
residence. She clarified the parking in the right-of-way was prohibited.
Staff raised points regarding having a public designated restroom and septic tank
considerations.
City Attorney Segal-George expressed large crowd factors related to parking.
Mr. Spencer explained the business would mostly be online and scheduled pick up
times.
Staff informed the applicant of the need to contact Building Services to permit an
additional restroom, if needed, and mentioned ADA requirements for access said
restroom.
Mr. Spencer stated he would comply with any ADA standards required for the garage
and restroom. He asked is he could utilize his existing restroom.
Chair Wallace expressed the need for staff to conduct more research on the restroom.
Discussion occurred surrounding home-based business restrictions and regulations.
B. Pre-Application- Deltona Blvd. - Final Site Plan
Mr. Mullvain introduced himself and briefly explained the project.
Mr. Canal described the vision of the project.
Staff recommended the applicants consult with a civil engineer to assist with City's code
requirements.
Member Entwistle stated the setbacks, landscape buffers, and parking requirements.
She also provided application fees for all applicable plans.

Chair Wallace advised the applicants that between parking and stormwater
requirements, the lot can become constrained quickly.
Member Huynh informed the applicants of stormwater requirements. He also addressed
access and driveway considerations.
Staff addressed connection to water services and advised the applicant to contact the
Health Department for septic tank information.
Discussion occurred regarding flood zones and other environmental concerns.
Member Grosvenor spoke of drive way and turning radius requirements.
Discussion took place regarding buildable area.
The applicant asked questions regarding the potential for a two-story building.
Staff stated they were not opposed to such a request, but cannot answer directly due to
the limited information of the proposition.
Signage concerns were addressed by staff. Member Entwistle expressed the need for
dimensions in order to give adequate feedback.
C. Pre-Application - Welcome Center Drive - Multi-Family/Self Storage
Mr. Holbrook introduces the reason for attending the pre-application meeting. He spoke
of the previous BPUD and concerns of the limited uses. He stated his desire to amend
the BPUD.
Member Entwistle informed the applicant if they were to pursue the mulit-family, it would
require a Comprehensive Plan Amendment, as opposed to only a major amendment to
the PUD for the storage facility.
Mr. Holbrook spoke of updating the power easement.
Chair Wallace advised the applicants to speak with the power provider sooner rather
than later.
Staff discussed the area in terms of potential for development.
Member Grosvenor addressed sprinkler, fire hydrant, and access concerns.
Discussion occurred regarding what amendments to the BPUD would be necessary.
Member Huynh addressed considerations of the St. John's Water Management District
in the area and provided sidewalk information to the applicant.

D. Pre-Application - Doyle Road - Annexation of Poinsetta Park
Ms. Maier explained the project and lot sizes.
Mr. Bieger gave a brief history of the previous plans.
Staff mentioned starting conversations with Volusia County for right-of-way purposes.
Staff informed the applicant that DEO will review the Comprehensive Plan for both large
scale and small scale, but small scale is considered 50 acres or less.
Discussion occurred regarding the road to the east of the property and if it is allowable
to front lots on said road.
Staff described the application process.
Member Entwistle expressed the need for a TIA and school concurrency for formal
submittal. She also made mention of amenities for the proposed subdivision.
Mr. Bieger explained that the reason for annexation is due to constraints within Volusia
County that were too great to see development of theses lots as feasible.
Chair Wallace informed the applicants of the need to connect to utilities. She
recommended researching environmental factors due to the climate of the City
Commission/Planning and Zoning Board.
Member Grosvenor addressed fire hydrant requirements.
Mr. Bieger explained the desire to stay consistent with surrounding areas.
Member Entwistle stated that open space and recreation areas were not a requirement
per the code to rezone to R1, but would be encouraged by the City.
Chair Wallace stated overflow parking would also be encouraged, but is not a technical
requirement.
Member Huynh addressed stormwater and drainage requirements.
Staff addressed questions pertaining to surveys, wetlands, and tree preservation. They
also addressed sidewalk requirements.
Discussion occurred regarding gates for private subdivisions.
Staff informed the applicant that landscape buffers around the perimeter are not
required, but encouraged.

NOTE: If any person decides to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, he/she will need a
record of the proceedings, and for such purpose he/she may need to ensure that a
verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105).

wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
