Thursday, November 2, 2023 9:00 AM 2nd Floor Conference Room
A. The DRC/Informational and Pre-application meeting is held both in
person and in a virtual environment via Microsoft Teams and can be
accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
2. ROLL CALL:

Services; William Lopez-Colon, Public Works; Kimberly Castro, City Manager's Office; Kat
Kyp, Building Services; Daniel Blasco and Noah Andronescu, Kimley Horn; Joshua
Edmondson, Poulos & Bennett; Seth Bennett, Bennett Property Group; James Keeley,
CCS; Al Everson, The West Volusia Beacon; Jim McCully; John Brunhoeler; and Matilda

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of October 19, 2023
Motion by Leigh Grosvenor, seconded by Jessica Entwistle, to approve
the Minutes of October 19, 2023, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed the public form, as there was none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Informational - 2740 Doyle Road - Church Building
Mr. Keeley explained the growth of the church and the need for additional buildings.
Member Entwistle explained the sections of the Land Development Code delineating metal
buildings, parking requirements, and landscaping. She also address questions from the
applicant regarding the required parking spaces.
Chair Wallace suggested a parking agreement with the adjacent shopping center for
potential relief from restrictive parking requirements.
Staff informed the applicant of fees associated with Final Site Plan submittal and tree
removal permit.
Chair Wallace explained the City has a requirement to connect to City sewer, and
addressed environmental concerns.
Discussion occurred regarding driveway improvements and right-of-way permits with
Volusia County.
Member Grosvenor explained driveway and turn around requirements for fire safety. She
also addressed fire hydrant and sprinkler system concerns.
B. Pre-application - 880 and 850 Osteen Cemetery Road - Fernanda Place
Phase 3
Mr. Edmondson explained the background of the project and the request to rezone to R1,
as opposed to RPUD. He asked questions regarding Future Land Use and compatibility
with proposed zoning.
Staff addressed Future Land Use concerns and explained the documents necessary for
submittal.
Discussion occurred regarding proposed amentities.

Staff recommended public outreach to Fernanda Place Phase I and II, and their HOA.
Staff explained that they cannot guarantee that the City Commission or community will
support this project, but staff will do their best to work with the applicants.
Mr. Mike expressed that they are wanting to work through any issues and provide a
community that will be embraced.
Chair Wallace addressed potential stormwater and wetland concerns.
Staff informed the applicants of the need for an updated survey and advised them of the
restriction on submitting one (1) year after a denial at City Commission, which was
November 28, 2022.
C. Pre-Application - Lake Helen Osteen Road - Multi-Family
Applicants not present.
D. Pre-application - 937 Howland Blvd. - Dollar Tree
Member Entwistle addressed notes on the conceptual plan referencing the need for a
Variance. She also informed the applicants of the need for bike parking and concerns
regarding the retention pond in the setback. She stated a TIA is required due to the high
volume area and recommended contacting Waste Pro for dumpster location concerns.
Chair Wallace addressed environmental concerns. She informed the applicant that they will
need to connect to water, sewer, and reclaimed water.
Member Grosvenor addressed fire hydrant access.
Staff discussed access in relation to the nearby schools.
Resident, Ms. Morabito expressed ecological and traffic concerns for the site. She also
questioned if the site was fit for a dollar store.
Discussion occurred regarding entry off of Howland Boulevard.
Mr. Blasco explained that this project is a relocation of a previous site so that the store may
exist as a stand alone building.
Discussion occurred surrounding this area's issue on a larger scale as opposed to a
singular development problem.

with respect to any matter considered at this meeting or hearing, he/she will need a
record of the proceedings, and for such purpose he/she may need to ensure that a
verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105).

assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
