City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, October 19, 2023 9:00 AM 2nd Floor Conference Room The Development Review Committee meeting is held both in person and in a virtual environment via Microsoft Teams and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 a.m. 2. APPROVAL OF MINUTES & AGENDA: Minutes of September 21, 2023 Minutes of October 5, 2023 Motion by Jessica Entwistle, seconded by Leigh Grosvenor, to approve the Minutes of September 21, 2023 and October 5, 2023, as presented. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Chair Wallace opened and closed the public forum, as there was none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: Informational - 2525 Howland Blvd. - Subdivision Exemption Mr. Dela Cerda explained his ideas for the property located at 2525 Howland Boulvard would be better represented by some preliminary drawings that he brought. Copies of the drawings were made and passed to staff. Chair Wallace explained the constraints in developing the lot further, including the flood zone, water connection, and wetland considerations. Chair Wallace further expanded upon flood zones and developing the lot. Ms. Dela Cerda asked questions pertaining to building near a flood zone. Member Santana described the minimum lot requirements per the Land Development Code. Mr. Dela Cerda spoke regarding access to Kumpula Drive. Chair Wallace stated that this could be allowable as long as they retain legal access to the road, as it is not publicly dedicated. Discussion occurred surrounding wetlands and how to develop around them. Chair Wallace informed the applicant that it would be difficult to approve multiple lots under one (1) acre without having access to sanitary sewer. Staff discussed how much frontage the parcel required in order to comply with the zoning regulations. Member Huynh recommended that the applicant hire a civil engineer to do a conceptual plan to fully understand what may be possible. Chair Wallace addressed questions regarding septic tank information. She explained that some of the constraints described are not considered insurmountable, but may reduce possible gain as they do retain an inherent cost of mitigation and compliance. Discussion occurred regarding rezoning requirements for multi-family developments. Pre-Application - Lake Helen Osteen - Single-Family Homes Staff informed the applicant that sanitary sewer connection is required. Discussion occurred regarding school concurrency and rezoning to an RPUD. Staff informed the applicants that they would need amenities and overflow parking due to parallel parking concerns. Staff discussed lot size, fire safety, and ingress/egress. Member Santana explained the requirements for an RPUD. Chair Wallace advised the applicants to start a discussion with Volusia County in reference to access off of Lake Helen Osteen Road. Staff recommended community scoping. Member Huynh spoke of stormwater and right-of-way considerations. Staff discussed open space and environmental requirements. Staff also expressed the need for a TIA upon application submittal. Pre-Application - Howland Blvd. - Catalina Craven Staff discussed the processes involved for rezoning to an RPUD and a Comprehensive Plan Amendment. Discussion occurred regarding amenities, concurrency, and Volusia County right-of-way. Staff informed the applicant that a TIA and draft of the Development Agreement would be required for submittal. Staff explained the utility companies would discourage the utility easement to be used as part of the required landscape buffer. Discussion occurred regarding whether the roads would be public or private. Staff advised the applicant to reach out to the Eloah Estates developers regarding cross access. Fire safety concerns were discussed in reference to the type of townhome being proposed. Staff explained the landscape buffer requirements. Discussion occurred surrounding the proposed right in and right out. City of Deltona Page 3 Printed on 10/26/2023 Development Review Committee Minutes October 19, 2023 Pre-Application - 1200 Deltona Blvd. - Preliminary Plat Member Santana explained that this project applied in 2021, and was issued a letter of insufficiency. She asked if the Master Development Plan had changed. Ms. Orville explained the shapes of the parcels and talked of potential changes. The recalculation of parking was discussed. The applicant asked questions regarding uses allowed in this zoning classification and ownership of the outparcels. Staff suggested cross access parking agreements for the outparcels if there are different owners. Staff inquired about an unrecorded subdivision and stated that it would have to be recorded with the City. Member Huynh spoke of relocating utilities and recommended speaking with a civil engineer. Discussion occurred regarding parking, circulation, and fire safety. Mr. Mather asked about green space requirements. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: None. 10.
