City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Development Review Committee Thursday, October 5, 2023 9:00 AM 2nd Floor Conference Room A. The Informational and Pre-application meeting is held both in person and in a virtual environment via Microsoft Teams and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9:00 a.m. 2. ROLL CALL: Also present: Nelly Kerr, Jonathan Knight, Milton Robles, and Maria Rosado, Planning and Development Services; Sharon Shivers and Samuel Schaller, Fire Safety; Tom Burbank, City Commissioner; Zuleika DeJesus, Shirley Torres, and Onrry Dejesus, New Life Church; Melody Gossow, United Investment Property LLC; Charlie Potter and Evan Futch, AVID Group; Naomi Mirsky, Opterra Capital; Scott Culp, Atlantic Housing; Ed Kassik, LGI Homes; Bill Maki, Daly Designs; David Stokes and Benjamin Beckham, Madden, Moorhead & Stokes; and Robert Bowser, Ackerman LLP. 3. APPROVAL OF MINUTES & AGENDA: None. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Chair Wallace opened and closed public forum as there was none. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. Informational- 1385 Maximillian St.- New Life Church City of Deltona Page 1 Printed on 10/10/2023 Development Review Committee Minutes October 5, 2023 Mr. DeJesus asked about potential roadblocks to develop the site into a church. Member Santana explained the process for a Conditional Use application and a brief background on the parcel. She discussed parking requirements and landscape requirements for redevelopments. Staff spoke regarding the possibility of sharing the parking with the neighboring church and how that would be submitted with the Conditional Use Application. Ms. Shivers addressed the lack of fire inspections. Mr. DeJesus provided the realtor's information to resolve this. Member Entwistle mentioned dumpster enclosure requirements. Member Santana recommended investigating the two (2) sheds on the property to ensure they are permitted. Member Huynh recommended reaching out to an engineer to address storm water and environmental concerns on the property. B. Pre-Application-2921 Alatka Lane- Multi-Family Project Ms. Gossow asked questions about wetlands and setbacks. She explained that she would like to do a 4-plex rather than a 6-plex. Discussion occurred regarding wetlands, a fire drive aisle, and driveway requirements. Staff recommended visiting similar sites within the City in order to gain more information on how to be creative with small lots with parking constraints. Discussion occurred regarding setbacks, fire access, and parking. Staff provided information regarding the Final Site Plan application process. C. Pre-Application- N. Normandy- Hotel at Deltona Village Ms. Mirsky introduced the project and explained the type of hotel they are proposing. Ms. Entwistle inquired about whether or not this property intends to plat before the applicants submit their Site Plan. Discussion occurred surrounding subdividing and platting the property. Member Santana stated that per the Development Agreement, the four (4) lot splits allowable have already been used. She explained that this would mean that the Plat needs to be done first. She also delineated the process for platting in phases. Chair Wallace explained the utilities that serve the site are from Volusia County. She also voiced access concerns because the private access easement is not legally usable to the public or Fire Services. Member Huynh explained the City's stormwater review and requirements. Member Grosvenor addressed fire hydrant distance for hotels. Discussion occurred regarding fire safety concerns, a traffic study, and building permits. D. Pre-Application- Dr. Martin Luther King Jr. Blvd. - Howland Crossings Mr. Bowser highlighted retention pond area changes from the last time this project was at a pre-application meeting. Mr. Stokes spoke regarding the acreage and density. He stated the aim was to include a retention parcel in order to increase density. Chair Wallace expressed the need for staff to further research on whether or not this would be allowable. She stated staff may need to consult with the legal team in order to gain more insight into the situation. Discussion occurred surrounding open space requirements. E. Pre-Application- Doyle Road- Osprey Estates Phase 2 Preliminary Plat Staff explained that this project had to fulfill the requirement of a pre-application and already received an insufficiency letter. Mr. Maki asked if the tree surveys provided for the first phase of this project would be sufficient to submit. Chair Wallace agreed as long as the calculations are updated. She explained an updated gopher tortoise survey is required. Member Entwistle addressed wetland buffer and 100-year floodplain line concerns. Mr. Beckham stated the impacts for wetlands have been permitted by the St. John's Water Management District. Staff requested copies of the permits for the submittal. Member Entwistle cited a condition in the D.A. regarding a Volusia County easement for crossing the trail. Discussion occurred surrounding fill, flood zones, and needing all applicable documents from Phase 1 to be submitted for Phase 2.
