Thursday, February 15, 2024 9:00 AM 2nd Floor Conference Room
A. The DRC/Informational and Pre-application meeting is held both in
person and in a virtual environment via Microsoft Teams and can be
accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
Motion by Jessica Entwistle, seconded by Carl Lynch, to approve the
Minutes of February 1, 2024, as presented. The motion carried
unanimously.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
None.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Pre-Application - 717 Fort Smith Boulevard- Renovation of existing
Church
Member Entwistle stated there was no need for a Conditional Use Application because the
structure was built prior to the City's incorporation. She explained parking and landscaping
requirements. She mentioned that there may not be a need for a Site Plan because the
proposed project would only need to improve parking and landscaping.
Chair Wallace stated staff will do further research into parking requirements. She explained
there is a need for improved parking and this may cause requirements for stormwater
review and permits.
Mr. Gomez explained that they want to improve parking, but are experiencing financial
constraints. He stated they would be willing to reduce seats in the assembly if need be.
Chair Wallace stated that they may be able to explore improved parking surface options
that may not be as fiscally burdensome as asphalt.
Member Grosvenor mentioned that she does not foresee any major problems looking at the
plans preliminarily, but did relay information regarding sprinkler requirements if capacity
reached over 300.
Mr. Florence clarified that they want to install ramps for the exits and asked about asbestos
requirements.
Mr. Lynch discussed the requirements for asbestos reports with the applicant. He stated
that they would need a report if they are doing any abatement.
Ms. Schotanus asked questions regarding fixed chairs for the assembly.
Staff discussed considerations in both cases of the seats being fixed or unfixed.
Mr. Garillo offered to submit parking exhibits. Staff agreed that this may be better received
after the meeting in order to adequately review.

B. Pre-Application - 593 Fort Smith Boulevard - Subdivision
Member Entwistle explained the current condition of the lot and active permit for the
property. She stated the City does not allow for access easements and gave requirements
for water and sewer.
Chair Wallace stated the sewer connection is a large distance away from the parcel and
may be financially burdensome to connect to.
Mr. Kaltenbach and staff discussed the connection distance and cost.
Staff discussed the possibility of subdividing the lot into two parcels instead of four, but
ultimately stated that it could not comply with current zoning requirements.
The applicant stated he is ready to build with the current permit. He also expressed doing
future work in the City and asked about resources to view wetlands.
Chair Wallace informed the applicant of resources available online.

ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
