The DRC and Informational/Pre-application meeting is held both in person and in a virtual environment via Microsoft Teams and can be accessed by the following methods: 1. CALL TO ORDER: The meeting was called to order at 9am. 2. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. 6. OLD BUSINESS: City of Deltona Page 1 Printed on 3/4/2025 Development Review Committee Minutes February 13, 2025 A. Funtastic Learning Academy - Daycare - DRC Approval for the Final Site Plan Jonathan Knight spoke regarding Final Site Plan application SP22-0010, for Funtastic Learning Academy. The application was received by City Staff on October 18, 2022, with the intent to redevelop three unutilized model home/office buildings and repurpose them for operation as a school. The property is located at 820 Deltona Boulevard and contains approximately 1.6 acres. After 15 rounds of review, Staff found the Final Site Plan application to be sufficient for approval. Mr. Knight and Planning Staff recommended the Development Review Committee to approve and accept Funtastic Learning Academy Final Site Plan Application number SP22-0010, as it in compliance with the City of Deltona Land Development Code and the Comprehensive Plan. Motion by Jessica Entwistle, seconded by Chad Tate to approve Funtastic Learning Academy at 820 Deltona Boulevard with the conditions stated in the Development Order. The motion carried unanimously. B. Howland Marketplace - Commercial Lots - DRC Approval for the Final Plat Brandon Hatch spoke regarding Final Plat application SD24-0015, for Howland Marketplace. The application was received by staff on August 28, 2024, proposing to replat approximately 4.68 acres of land to create three (3) commercial lots and two tracts of land, located at 3260, 3270, 3280 Howland Boulevard, within the Howland Marketplace Business Planned Unit Development (BPUD). After four (4) rounds of review, staff the City's Surveyor Consultant, and the City Attorney found the Final Plat Application to be sufficient for approval. Staff found the Howland Marketplace Final Plat application complies with the City of Deltona Land Development Code, Comprehensive Plan, and Chapter 177 of the Florida Statutes. Staff recommended the approval under the conditions in the Development Order. Motion by Jordan Smith, seconded by John Cox to recommend the City Commission to accept the Howland Marketplace Final Plat with the conditions stated in the development order. The motion carried unanimously. C. Lot 1 - Howland Marketplace - DRC Approval for the Final Site Plan Jessica Entwistle spoke regarding Final Site Plan application SP24-0018, for Lot 1 of the Howland Marketplace BPUD. The application was received by City Staff on December 3, 2024, with the sufficiency issued on the same day. After 2 review cycles, staff found all comments to have been properly addressed. Staff found the proposed Final Site Plan compliant with all relevant provisions of the Howland Marketplace BPUD Development Agreement, City's Comprehensive Plan and Land Development Code, Chapter 75. Staff recommended that the Development Review Committee approve the Final Site Plan application SP24-0018 under the conditions listed in the Development Order. City of Deltona Page 2 Printed on 3/4/2025 Development Review Committee Minutes February 13, 2025 Motion by Jordan Smith, seconded by Leigh Grosvenor to approve Howland Marketplace BPUD Final Site Plan with the conditions stated in the Development Order. The motion carried unanimously. D. Vineland Reserve - Townhomes - DRC Approval for the Final Plat Jonathan Knight spoke regarding Final Plat application SD24-0012, for Vineland Reserve Phase One. The application was received by City Staff on July 22, 2024, with the intent to subdivide an approximately 20.03-acre property into 126 lots. After three (3) rounds of review, staff, the City's Surveyor Consultant, and the City Attorney found the Final Plat application to be sufficient for approval. Staff found that the Vineland Reserve Phase One Final Plat application complies with the City of Deltona Land Development Code, Comprehensive Plan, and Chapter 177 of the Florida Statutes and recommends approval under the conditions listed in the Development Order. Lori Warnicke, Lake Butler Avenue, discussed potential storm water issues with Vineland Reserve. Randi Priest, Collins Road, expressed concerns about neighborhood safety. Tina Swift, Lemon Bluff Road, request that City staff improve regulations and agreements with developers to ensure the safety of residents. Terry Luise, unicorporated Volusia County, discussed stormwater and wildlife concerns. Motion by Jordan Smith, seconded by Leigh Grosvenor to recommend the City Commission accept the Vineland Reserve Phase One Final Plat with the conditions stated in the Development Order. The motion carried unanimously. E. Eloah Estates - Apartments - DRC Approval for the Final Plat Jessica Entwistle spoke regarding Final Plat application SD24-0003, for Eloah Estates, to facilitate a means of ingress and egress from 2982 Howland Boulevard, zoned C-2, General Commercial, to 1000 Eloah Estates Road, zoned RM-1, Residential Multi-family district, for the development of 536 apartments on +/-45.3- acres of land. The application was received by Staff on March 25, 2024, while sufficiency letter was sent on May 10, 2024. After four (4) rounds of reviews, staff, the city's surveying consultant, and the City Attorney have indicated that the plat and associated documents provided are sufficient for approval. Staff recommended the DRC recommend the City Commission approve Resolution No 2025-26 and accept the Eloah Estates Final Plat with the conditions stated in the Development Order. City of Deltona Page 3 Printed on 3/4/2025 Development Review Committee Minutes February 13, 2025 David Hague, Davis Park, expressed concerns about scrub jays and right-of-way access for Eloah Estates. Motion by Jordan Smith, seconded by Leigh Grosvenor to recommend the City Commission accept the Eloah Estates Final Plat with the conditions stated in the development order. The motion carried unanimously. 7. NEW BUSINESS: A. Meritage - Annexation and future Osteen Townhomes - Pre-Application Meeting Applicant David Glunt gave an overview of the project, stating that water and sewer would be needed from the City of Deltona. Discussion about annexation occurred. Alternate Entwistle discussed the details of the Joint Planning Agreement (JPA) that requires a mix of 70% residential, 30% commercial. Glenda Ross, unincorporated Volusia County, expressed the need for mixed-use projects in the city. Willow Bordner, Riggs Avenue, discussed continuing the standards of the JPA. Jeff Miller, Maytown Road, emphasized his desire to desires for development to stop in Osteen. Bill Wilson, 8th Avenue, expressed his concerns regarding the possibility of waste being on the property from the previous use. B. 625 Lake Butler Avenue - Single Family Home - Pre-Application Meeting Applicant Jesse Newton, gave an overview of his project proposal, a compound for a local ministry school to provide affordable housing for students. The proposal included multiple dwellings on the property, including ADU's for each dwelling. Member Entwistle advised the applicant that connecting to City water is mandatory as the lots are not big enough to accommodate a water-well. She also informed the applicant that ADU's are for immediate family members and not for rental purposes. Discussion occurred about water and sewer connection points in which the applicant was informed by Chair Wallace that the cost of connection is the responsibility of the property owner.
