Thursday, March 13, 2025 9:00 AM 2nd Floor Conference Room
A. The DRC and Informational/Pre-application meeting is held both in
person and in a virtual environment via Microsoft Teams and can be
accessed by the following methods:
1. CALL TO ORDER:
The meeting was called to order at 9 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes from February 13, 2025
Motion by Phyllis Wallace, seconded by Chad Tate to approve the
Minutes of February 13, 2025, as presented. The motion carried
unanimously.
B. Minutes from February 27, 2025
Motion by Phyllis Wallace, seconded by Jordan Smith to approve the
Minutes of February 27, 2025, as presented. The motion carried
unanimously.

4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum, as there was none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. 162 Hummingbird Street - Tri-Plex - Pre-Application Meeting
Applicant Michael Boffeli gave an overview of the project, a proposed 1 story, tri-plex. The
units comprise of 2 bedrooms and 2 bathrooms with construction slated to take 6-9 months
to complete.
Jonathan Knight, Planner 1, discussed setbacks, landscaping requirements.
Alternate Entwistle discussed parking.
Alternate Shivers discussed fire hydrant connections.
Chair Wallace informed the applicant of environmental factors such as the parcel not being
in a flood zone, or having any wetlands. She advised that a gopher tortoise survey would be
required.
Deputy Utility Director, Jim Parrish, confirmed that there is sanitary sewer and potable
water lines that run adjacent to the property. He informed the applicant that a separate
meter for irrigation as there is no nearby reclaim in the area.
B. 578 Deltona Boulevard - Billboard - Pre-Application Meeting
Applicant Meredith McKenna, gave an overview of their proposal to develop a one-sided
digital billboard in accordance with Florida Statutes.
Brandon Hatch, Planner 1, discussed landscaping, addressing, as well as Final Site Plan
requirements.
Member Smith informed the applicant that a community meeting would have to be
conducted before seeking approval from City Commission.

Member Cox, discussed the potential economic and environmental impact of the sign being
in the community as well as impacts the billboard sign may have on the CRA.
The applicant discussed previous sign projects that are located along Interstate 4 in
Seminole and Orange County.
Brandon Hatch, Planner 1, advised the applicant of the lot being non-conforming to the
Professional Business zoning district classification. He reiterated that no other alternate
uses to the property will be allowed.
C. 2160, 2151 Capri Cir. & 2131 Lake Helen Osteen Rd. - Townhomes -
Pre-Application Meeting
Applicant Manny Reus, gave an overview of his proposal to construct a two-phase
townhome community with 40 units in total. The units are 2 story and range in sizes from
1300-1500 square feet with some units having a garage.
Member Entwistle discussed the driveway needing to be 14 feet in width, per the Land
Development Code.
Discussion about sidewalks and trash receptacles occurred.
Member Entwistle discussed requirements and fees associated with a Final Site Plan
submittal.
Alternate Shivers discussed parking and provided the applicant with references to the Fire
Code.
Chair Wallace discussed flood elevation levels and nearby wetlands.
Deputy Utility Director, Jim Parrish discussed the need for infrastructure change ready to be
made to the potable system.
The applicant questioned if staff would be supportive of a Variance to construct the
buildings within the setback buffer. Member Smith declined to give an immediate answer.
D. Irondale Street - Subdivision Exemption - Informational
The applicant, Bishnu Verma gave an overview of his proposal to establish a solar farm or
a single-family residence on the 40 acre parcel. His intention is to provide energy to the
public for sale.
Chair Wallace disclosed the need for a base flood elevation to be established due to the
parcel being located in Flood Zone A.
Deputy Utility Director Jim Parrish, informed the applicant that access to potable water
totally surrounds the property. He expressed that the applicant may need to install a

advance stage septic tank.
Discussion occurred about the proposed solar farm's accessory structure being used as an
office.

assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
