CALL TO ORDER: The meeting was called to order at 6:00 pm. 2. ROLL CALL: Present: 5 - Chair Cheri Taylor Member Maritza Avila-Vazquez Member James Diehl Member Troy Shimkus Member Eric Taulbee Absent: 1 - Member Sherwin Kendall 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of August 3, 2017. Motion by Eric Taulbee, seconded by James Diehl, to accept the Minutes of August 3, 2017. The motion carried by the following vote: For: 5 - Chair Taylor, Member Avila-Vazquez, Member Diehl, Member Shimkus and Member Taulbee 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: 6. OLD BUSINESS: 7. NEW BUSINESS: A. Sec. 110-808, Landscape Code Amendment. Mr. Bowley provided an overview of the existing landscape code and noted that the current code has old standards that are not beneficial to today's code. He stated that Staff would like to have the Committee review the landscape code over the next several meetings and will provide presentations where appropriate. Staff noted that there are several scenarios to consider such as land use capability, existing tables, plant pallette, redevelopment options, aesthetics, parcel sizes and whether the changes would be enforceable. She noted that the Saxon Blvd. gateway entrance looks terrible and asked who maintains the area. Mr. Bowley stated FDOT maintains it quarterly as well as the SR 472 gateway entrance. Discussion occurred among all regarding the Howland Blvd. beautification and the new gateway signs. The Committee concurred that those efforts are promising for Deltona's future. Member Shimkus asked why all of the tables were struck thru. Mr. Bowley stated that they are difficult for applicants to navigate. Member Shimkus noted that the intensities between uses were removed by striking the table, it wasn't written in the text. The committee will be recommending new changes. Discussion occurred regarding uses, types of screening and buffers and making the code more flexible. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
