CALL TO ORDER: The meeting was called to order at 9:00 am. 2. ROLL CALL: Also present: Jane Shang, City Manager; Kathrine Kyp, Planning and Development Services; Chas Cameron, Central Signs; Chip Burton, Top Shelf Car Wash; Emma Sandell, Bowman Consulting and John Hettick, Wagner Property Group. APPROVAL OF MINUTES & AGENDA: A. Minutes of February 15, 2018. Motion by Steve Roland, seconded by Phyllis Wallace, to approve the Minutes of February 15, 2018. Top Shelf Car Wash - Proposed Pylon Sign. Mr. Cameron provided the Committee with a summary of the sign proposal. He noted that the existing Top Shelf sign will be reused to the top of sign and displayed the decorative wrap for the pole portion of the pylon signs. Discussion ensued regarding the sign code requirements. Chairman Bowley noted that since it confroms to City regulations, no DRC approval is needed. A. Final Site Plan Application – Wawa Convenience Store, 3400 Howland Blvd. (FSP 17-014). Ms. Sandell provided the Committee with the remaining outstanding Staff comments and noted that the Volusia County Utility Department will be sending over their approval on the hydrant location. Discussion ensued regarding the sign relocation and the tree replacement funds. Mr. Paradise stated that the Development Order will have conditions within it indicating the payment of $10,449.90 is required prior to issuance of the Site Engineering Permit. He also stated that before a building permit for the project is applied for with the City of Deltona, a USPAP compliant real estate appraisal shall be submitted to the City for review regarding the replacement of the City gateway sign if warranted. The appraisal shall address the replacement value of the sign, permitting and all appurtenant items like landscaping, power connection, irrigation, etc. Mr. Hettick stated that he submitted a turn lane design to Volusia County Transportation showing that the design is not impacting the sign, redirecting the sidewalk around the sign, and that is will be constructed to ADA standards. It was noted that the DRC approval will be contingent on the County's approval of the sidewalk and turn lane. Member Wallace noted that at the Pre-Construction meeting, the Site Engineering Permit will be supplied and noted that no construction is to occur until such time. C. Pre-application meeting - PARCEL ID: 30-18-31-25-03-0010 & 30-18-31-25-09-0050 and PARCEL ID: 30-18-31-54-00-0010 & 30-18-31-54-00-0020. The pre-application proposal was withdrawn. 8.
