CALL TO ORDER: The meeting was called to order at 7:00 pm. 2. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 19, 2017. Motion by Secretary Harper, seconded by Member Sixma, to accept the Minutes of April 19, 2017. Mr. Paradise introduced Mr. Joseph Ruiz to present item 7.A. Resolution No. 2017-08, St. Claire Catholic Church, Conditional Use application CU17-001. The applicant is seeking a Conditional Use for a proposed 4,250 square-foot multipurpose building, which will be associated with the existing house of worship facility. Mr. Ruiz explained this application will also recognize the current house of worship use as being compliant with the City’s zoning regulations pertaining to conditional uses. Michael Wojtuniak, Engineered Permits, Inc. 311-A S. Woodland Blvd. Deland spoke on behalf of the applicant and requested clarification on the 12 month expiration requirement. Chairman Burbank noted that this is a code requirement/deadline to begin construction. Discussion between Member Putkowski and Mr. Wojtunuak occured regarding the purpose of the building. Member Putkowski asked if there will be a kitchen and will it be setup for community outreach. Discussion ensued surrounding the timeline of construction. Mr. Wojtuniak noted that once the Development Order is received, construction will begin immediately. Motion by Secretary Harper, seconded by Member Putkowski, to recommend for approval, Resolution No. 2017-08, St. Claire Catholic Church, Conditional Use application CU17-001. The motion carried by the following vote: For: 7 - Chair Burbank, Vice Chair Philpitt, Secretary Harper, Member Putkowski, Member Sixma, Member Kennedy and Member Munoz B. CDBG Public Service Ranking Discussion ensued regarding the CDBG HUD assignment of money. Mr. Paradise stated the City does not know how much money will be allocated to the City's CDBG program from HUD. Mr. Paradise clarified that the applicants are requesting a total of $84,000, but the City has not received any amount to allocate. He recommends the Board use the scoring matrix to establish a score for the entities and assign a percentage of the allocation per applicant. Member Munoz noted that ranking the applicants on a percentage system is fair and recommends that they also cap the dollar amount no greater than the applicants' requested dollar amount. Mr. Paradise noted the conflict of interest form needs to be signed by each Board member, if one exists, and any conflict be read into the record. He also noted that the applicants need to sign in on the sign in sheet and stated, if an applicant does not attend this mandatory meeting, they are immediately disqualified. Lisa Ryals, Boys and Girls Club of Volusia and Flagler County, 2329 California St, Deltona, FL, shared with the board the type of programs being offered at the Harris Saxon Community Center Club. She stated that the program does homework help and learning activities, and provides incentives, goals and accountability for the children. They also work with the children's schools. She noted the history of the Club and the program runs after school 5 days of week serving all children. She noted that they are requesting $15,000 and it costs $45,954 to run the program, with the balance supplemented with fundraising. She thanked the Board and City for the space and funds. Member Kennedy asked Ms. Ryals how the children's progression is being tracked. Ms. Ryals noted they have an electronic program system attached to the National Boys and Girls Club, individual files and relationships with schools and teachers. Discussion between Member Munoz and Ms. Ryals occurred regarding the missing 2016 tax documents from the application packet. Ms. Ryals noted they are audited yearly and the 2016 tax documents will not be finished for another few months. Mr. Paradise called for the Community Life Center - no one was in attendance, thus disqualifying Community Life Center from receiving funds. Mr. Paradise called for the Council on Aging. Charlie Poniatowski, Council on Aging, 980 Lakeshore Dr. Deltona, FL, Ms. Poniatowski spoke regarding the program and what they offer area seniors. She thanked the CIty for their partnership and stated the program serves seniors that come in for various activities including a daily lunch. She noted more seniors are participating in the Meals on Wheels program. Discussion ensued regarding the existing participation and forecast for the future community center participation. Ms. Poniatowski noted they have a new employee dedicated for the activities of the seniors. Mr. Paradise called for New Hope Baptist Church. Dot Bradley, New Hope Human Services, 2855 Lake Helen Osteen Rd., spoke regarding the services offered to the community. She explained they have been providing community services for the west side of Volusia County for over 20 years with housing assistance, utilities and rental assistance. She explained that they assist individuals, which are potentially homeless or living below the poverty level. She noted Florida is becoming more of a rental state and New Hope Human Services is here to assist Deltona residents. Discussion ensued regarding additional funding sources and tracking of the individuals who request assistance. Ms. Bradley noted additional funding is received from in kind donations and other federal grants. She noted there is a common database, HMIS, utilized by numerous social service agencies to document and track individuals who request assistance. Deltona, FL, spoke regarding the travel basketball program. He noted it is a competitive program and would like to reach more youths who either don't have the funds to attend the program or ability. He noted the funding received would go towards uniforms and rental fees. Mr. Paradise called for The Early Learning Coalition of Flagler and Volusia Counties. Heather Direnzo, Early Learning Coalition of Flagler and Volusia Counties, stated they are the sole administrator of the VPK School Readiness program. She explained the program provides subsidized funds to help parents stay employed while offering children a quality learning experience; 100% of the funds received is for direct services and no administration costs. She noted they also screen for additional services and connections to other social services. She stated their new office space will be in the Justin Square Plaza opening on June15th. Mr. Paradise called for The House Next Door. Lori Grant, The House Next Door, 840 Deltona Blvd., Deltona, Fl, spoke in regards to the mental and trauma services they provide to the area. She noted they have taken over child abuse therapy and estimate 300 clients in the next year. The Board members read aloud their scores for each applicant and Ms. Leisen added the scores up. Council on Aging, 650 total points. House Next Door, 645 total points. Boys and Girls Club, 637 total points. Early Learning Coalition, 636 total points. New Hope Human Services, 595 total points. PUSH Forward, 501 total points. Discussion regarding how to calculate the final percentage ensued amongst Staff and the Board. Chairman Burbank stated to take the points awarded to the an applicant total and then divide the applicant's score by the total points awarded, which would equal the percentage of allocation. Chairman Burbank noted the total of the agencies percentage equals 99.7% and City of Deltona Page 4 Printed on 5/31/2017 Planning and Zoning Board Minutes May 17, 2017 suggested that the agency who received lower score receive the extra 0.3%. PUSH Forward's percentage increased from 13.6% and was rounded to 13.9%. He noted that this now shows that the sum of all of the percentages equal to a total of 100%. Motion by Member Putkowski to recommend for approval of the CDBG Public Service Ranking with the condition that each applicant is given a percentage as indicated below and the award amount not to exceed each applicant's initial requested amount.
