1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.
2. ROLL CALL:
Present: 4 - Member Donald Philpitt
Member John Harper
Member Stony Sixma
Vice Chair Dwayne Kennedy
Excused: 3 - Chair Tom Burbank
Chair Michael Putkowski

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of October 18, 2017.
Motion by John Harper, seconded by Stony Sixma, to accept the
Minutes of October 18, 2017. The motion carried by the following vote:
For: 4 - Member Philpitt, Member Harper, Member Sixma and Vice
Chair Kennedy

7. NEW BUSINESS:
A. Ordinance No. 08-2017 amending the Comprehensive Plan of the City of
Deltona, by amending the Capital Improvements Element providing for the
replacement of the Capital Improvement Project sheets.
Mr. Paradise noted that Ordinance No. 08-2017, the amendments to the Comprehensive

Plan is an analysis of the implementation of the City's level of service standards. which
shows that City continues to meet the standards.
Discussion regarding the process, timing and how much information is necessary in the
document ensued. Vice-Chair Philpitt referenced Exhibit A and asked if the schools are
included every year. Mr. Paradise stated that there is a interlocal agreement with the
schools.
Motion by John Harper, seconded by Stony Sixma, to recommend for
approval Ordinance No. 08-2017 amending the Comprehensive Plan of
the City of Deltona, by amending the Capital Improvements Element
providing for the replacement of the Capital Improvement Project
sheets. The motion carried by the following vote:
For: 4 - Member Philpitt, Member Harper, Member Sixma and Vice
Chair Kennedy
