1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of May 15, 2019.
Motion by John Harper, seconded by Michael Putkowski, to accept the
Minutes of May 15, 2019. The motion carried by the following vote:
For: 6 - Chair Burbank, Vice Chair Harper, Secretary Putkowski,
Member Kennedy, Member Sixma and Member Whittock
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.
Pastor William Bradley, 1055 W. Seagate Drive Deltona, spoke on behalf of New Hope
Human Services and the recent Community Development Block Grant ranking the Board
discussed at the May 2019 meeting. He addressed Vice-Chair Harper regarding the New
Hope application that was submitted and the score Member Harper provided. He noted the
mission of New Hope Human Services is to provide for rental assistance and he requested
direction for future applications.
Member Harper responded that the application description was vague and was looking for
numbers of people helped and how much money goes to the people. Member Harper
agreed to discuss the application with Pastor Bradley at a later date.

6. OLD BUSINESS:
7. NEW BUSINESS:
A. Resolution No. 2019-32 - Conditional Use for 301 11th Avenue.
Mr. Paradise provided a summary of the Conditional Use application for a 100 foot tower to
accommodate the City Supervisory Control and Data Acquisition (SCADA) system. He
explained that a tower exceeding 75 feet requires a conditional use application. He noted
that the tower will communicate with other city stations and facilities. Finally there was a
clarification that the tower is a lattice tower whereas the staff report states a guy wire
design.
Discussion regarding the tower emmitting any noise or radio waves occurred.
Mario Chavez, Deltona City Engineer, advised that the Waste Water Treatment Plant is
currently communicating through an ethernet line and by connecting with the SCADA
system it will communicate to all the stations.
Motion by John Harper, seconded by Stony Sixma, to recommend for
approval Resolution No. 2019-32 - Conditional Use for 301 11th Avenue.
The motion carried by the following vote:
For: 6 - Chair Burbank, Vice Chair Harper, Secretary Putkowski,
Member Kennedy, Member Sixma and Member Whittock
B. Resolution No. 2019-13 - Variance application for 1327 N. Fowler Drive.
Mr. Paradise provided a summary of the variance request. He stated the request stems
from a code compliance case. The request is to encroach three (3) feet into the six (6) foot
side yard setback to accomodate a carport.
Member Putkowski and Mr. Paradise discussed the steps the applicant has taken to
achieve compliance with city codes.
Eric and Cindy Woehr, 1327 N. Fowler Drive, Deltona, spoke in regard to the carport that is
located on the north side of the property along the fence. He explained, if they moved it
closer to the house, the roof eve would hit the top of the structure. Ms. Woehr noted that
either side of their property would not have the storage space. Discussion regarding utility
easement access, alternative locations and length of homeownership occurred.
Chairman Burbank noted that a variance cannot be granted if the situation is self-imposed.
Member Harper asked if the RV could be relocated to the back of the house. Discussion
regarding the lake and soggy land occurred.

Member Putowski asked what type of surface the RV sat on and the type of carport. It was
noted that it sat on mulch.
Sam Florio, 2600 Cove Lake Drive, New Smyrna Beach, FL. spoke against the
application. He stated that the affects of the carport is impacting his property including
drainage. He stated there is a pontoon boat in the back where the rv could be placed and
their shed and RV is cutting off the view of the lake.
Mr. Paradise noted the code compliance case is being held in obeyance throughout the
variance application process. Chair Burbank stated that the Planning and Zoning Board
recommends a decision to the City Commission and the Commission is the final action.
Discussion regarding the variance request occurred.
Motion by John Harper, seconded by Frank Whittock, to recommend for
denial Resolution No. 2019-13 - Variance application for 1327 N. Fowler
Drive. The motion carried by the following vote:
For: 4 - Chair Burbank, Vice Chair Harper, Member Kennedy and
Member Whittock
Against: 2 - Secretary Putkowski and Member Sixma
