City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Planning and Zoning Board Wednesday, May 15, 2019 7:00 PM Deltona Commission Chambers 1. CALL TO ORDER: 2. ROLL CALL: Also present: Kathrine Kyp, Planning and Development Services; Ron A. Paradise, Planning and Development Services. Present: 5 - Chair Tom Burbank Vice Chair John Harper Member Dwayne Kennedy Member Ruben Munoz Member Frank Whittock Excused: 2 - Secretary Michael Putkowski Member Stony Sixma 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 17, 2019. Motion by John Harper, seconded by Dwayne Kennedy, to accept the Minutes of April 17, 2019. The motion carried by the following vote: For: 5 - Chair Burbank, Vice Chair Harper, Member Kennedy, Member Sixma and Member Whittock 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. WILL NOT BE HEARD: Resolution No. 2019-13 - Variance application for 1327 N. Fowler Drive. B. CDBG Public Service Ranking. City of Deltona Page 1 Printed on 5/28/2019 Planning and Zoning Board Minutes May 15, 2019 Mr. Paradise addressed the Board concerning disclosures and conflicts of interest and advised the Board if they have a monetary interest a disclosure form will need to be completed. Chairman Burbank asked the Board if they had any monetary interest and all present members stated no. Mr. Paradise noted that they have $85,000 to allocate and ten (10) applications. Discussion regarding the ranking process occurred. Jennifer Nadelkov, House Next Door, 840 Deltona Blvd., Stated their program will serve low to moderate income households with outpatient therapeutic services by a master level clinician. Gladys Lacen, Council on Aging, 420 Fentress Blvd., Stated their program will serve seniors by delivering mobile meals for those who cannot get out of the house. She noted they will offer congregate meals at The Center as well. Lisa Ryals, Boys & Girls Club, 101 N. Woodland Blvd. Deland, Stated their Harris Saxon Boys & Girls Club Project Learn Program will serve approximately 175 kids in the low to moderate income range. She stated attendance has doubled in the last year at Harris Saxon Park. Heather Direnzo, The Early Learning Coalition of Volusia Flagler, 135 Executive Circle., Daytona Beach, Stated their program is for children ages birth to 8 years old at or below the poverty level. Sonaily Mojica, Community Life Center, 1045 E. Normandy Blvd., She explained that the program will serve low and moderate income households for homeless prevention. Dot Bradley, New Hope Baptist Church, 2855 Lake Helen Osteen Rd. - She stated their program serves limited income individuals with rental and utility assistance. Discussion between Member Harper and Ms. Bradley occurred regarding their program and the amount of people they serve. Shimene Shephard, Futures, Inc., 3750 Olson Dr. Daytona Beach, She explained the funding request would be for two low income or at risk students from Pine Ridge and Deltona High School. Liz Kamiller, Four Townes Family YMCA, 280 Wolf Pack Run - She explained the funding request would be for low and moderate income families for afterschool and scholarships. Karen Alicea, Vessel of Honor Outreach Center, 1235 Providence Blvd., She stated their program is an access center providing assistance with food stamps, and rent, utilty, and food assistance. Chairman Burbank called for a recess. Chairman Burbank reconvened the meeting. Mr. Paradise noted the tentative numbers. He suggested that any delta be divided evenly amongst all the applicants. Motion by John Harper, seconded by Dwayne Kennedy, to recommend the City Commission approve the CDBG Public Service Ranking as presented. The motion carried by the following vote: For: 5 - Chair Burbank, Vice Chair Harper, Member Kennedy, Member Munoz and Member Whittock Motion by John Harper, seconded by Dwayne Kennedy, to amend the motion to recommend for approval that any leftover dollars be equally divided amongst the applicants. The motion carried by the following vote: For: 5 - Chair Burbank, Vice Chair Harper, Member Kennedy, Member Munoz and Member Whittock 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
