1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.

Motion by Ruben Munoz, seconded by Michael Putkowski, to accept the
Minutes of November 20, 2019. The motion carried by the following
vote:

A. Ordinance No. 18-2019 - Pine Ridge Residential Planned Unit Development,
RZ18-004.
Mr. Paradise provided a summary of the proposed application. He noted that the +13 acres
proposed to be rezoned from RE-1 to Residential Planned Unit Development was once
part of the Pine Ridge Fellowship complex. However, the Pine Ridge Fellowship complex
closed and was sold to the applicant’s client. Eventually the land with the sanctuary and
parking was sold to Faith Baptist Church which has received approval to operate a private
school at the property.
He noted the RPUD rezoning request involves a 58 lot subdivision on the +13 acres. The
project also includes perimeter buffers, an interior road network, stormwater retention areas
and a small amenity center (playground). Most of the lots proposed are 40’ wide by 120’
deep - 4,800 square feet. The RPUD request is associated with a written Development
Agreement (DA) and associated Master Development Plan (MDP). The DA outlines
development parameters including buffers, on-site and off-site parking requirements,
setbacks, dimensional regulations, design standards, infrastructure improvements, etc .
Discussion occurred between the Board and Mr. Paradise regarding sidewalks,
transportation, parking, consistency with the Comprehensive Plan, lot size, and setbacks.
Chairman Harper asked if an adjoining neighbor is granting access and if there will be
sidewalks for pedestrian connectivity to the nearest schools.
Mark Watts, Cobb Cole, 231 N. Woodland Blvd., applicant, provided a summary regarding
the proposed rezoning. He explained the City should have a mix of housing stock based on
the demand. He provided a power point presentation regarding the proposed rezoning. He
spoke regarding demographic shifts, transitional land uses, available capacity on Howland
Blvd. buffers and connection to Gage Av. He noted they will be vacating their right to access
Gage Av. which will allow additional buffering. He mentioned that there will be
improvements to Howland Blvd. and the signal.
Discussion occurred regarding the emergency access, house size, neighborhood
meetings, and school capacity. Mr. Paradise noted staff met with Volusia County School
District and they confirmed there is sufficient work station capacity. Member Putkowski
noted the natural wide buffer is a good idea, and suggested reducing the number of lots.
Member Kennedy asked about access from the church and Howland Blvd. Member
Metzger asked about enforcing off-street parking of recreational vehicles. Further
discussion occurred regarding the transportation impact to City roads, lot size, and
setbacks. Member Putkowski asked what kind of traffic signal it will be upgraded to and
recommended optical sensors. Member Storozuk spoke to his concerns regarding safety
and is concerned with no deceleration lane leading to the high school.
Vice Chair Harper read into the record two letters from residents who oppose the
application.

Vice Chair Harper opened the public forum.
Mark Nelson, 3480 Fish Hawk Road, Deltona, spoke against the item. He read his email
into the record. He noted his concern with traffic, noise pollution, crime, and nature.
John Brunoehler, 3405 Fish Hawk Road, Deltona, spoke against the item. He spoke
regarding the application and asked the Board to not approve the application.
Matilda Morabito, Fish Hawk Road, Deltona, spoke against the item. She provided a
handout to the Board and spoke to recent subdivisions that added homes to the area. She
spoke to the effects of the subdivision to the neighborhood and the schools and noted her
concern regarding compatibility.
Kathy Holley, 3429 Fish Hawk Road, Deltona spoke against the item. She enjoys the
acreage of her lot and spoke to the traffic impact of the subdivision to the surrounding area.
Luis Guerrero, 3535 Robert Goddard Ave., Deltona, spoke against the item and his
concerns regarding traffic.
Jim McCully, 920 Gage Ave, Deltona, spoke against the item. He provided a handout to the
Board and summarized the document. He noted there should have been discussion with the
residents and voiced his concerns regarding compatibility.
Ella M. Wheeler, 3513 Robert Goddard Ave, Deltona, spoke against the item. She read a
letter to the Board requesting the Board not to recommend approval. She noted the
increase of density would decrease their property values and change the character of their
neighborhood. She expressed concerns with the increase of traffic and requested
disapproval of the ordinance.
Ben H. Bishop, 3471 Fish Hawk Road, Deltona, spoke against the item. He requested the
Board keep the existing zoning and not recommend approval of the development.
Mr. Watts spoke to the comments and noted the project will not be low-income housing,
Chairman Harper noted the lack of transition between this proposed subdivision and the
area neighborhood.
Discussion occurred regarding allowed lots per the comprehensive plan, growth, access
and revising the plan.
Motion by Michael Bowman, seconded by Jody Lee Storozuk, to
recommend for denial Ordinance No. 18-2019 - Pine Ridge Residential
Planned Unit Development, RZ18-004. The motion carried by the
following vote:

Against: 1 - Secretary Putkowski
8. STAFF COMMENTS:
Discussion occurred regarding the update to Sec. 110-1200, board member elections, and
meeting time. By a consensus, the Board thought the time change would be appropriate
from 7:00 pm to 6:00 pm.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
The Board requested sunshine training for appointed members and wished everyone a
Merry Christmas.
10. ADJOURNMENT:
The meeting adjourned at 8:53 pm.
